Here is an extract of a reply I put in another note...but they are
not only words of wisdom, they are rules to live by in this file
(and believe me I hate rules too...but this cannot be avoided).
1. NO exchange of isults here. The purpose of this file is NOT to
insult, degrade, put-down other people. Notes of that nature
will be removed. One has already been removed. Noters in this
file are expected to be civil, polite, civilized, and
respectful of other people, and their opinions. If you find
that you are not, and cannot be then Please GO somewhere else.
2. NO one has the right to tell/ask/order anyone else to stop
noting/reading/griping...etc. This file is OPEN FOR ALL.

There seems to be an on-going problems in this conference that makes
the moderator's life a little difficult, and since we all would
like to make the moderator's life a little less difficult (including
the moderator herself), the following are some guidelines for writing,
or replying to notes.
1. The title of the notes
When starting a note, please make the title clear, with a
specific subject in mind. That would eliminate duplication
of note, and makes it easier for other noters to find the topic
they're interested in, just by looking up a directory.
For example: "I hate DCU " is not such a good title.
2. Some notes/replies included multiple topics. I understand
it is very difficult sometimes to break them apart, but please
try to limit the topic to one subject at a time. That would make
it easier to find a place for that topic, rather than having
multiple subjects in that one note, some of which are already
covered somewhere else.
3. Replies -
Sometimes, some replies stray from the topic at hand, introduce
new topics, or even have nothing to do with the subject or topic
of previous replies.
Please keep your replies tied in with the subject at hand.
I hope everyone can comply with these guidelines, or I will be forced
to start changing things around or removing notes from the conference.

It seems that this conference is getting completely out of hand as far
as the base notes, and the discussions that actually follows. Somehow
the replies to a base note seem to mushroom into other topics and
issues that have are not related to the base note.
So, everyone is on notice. Replies that doesn't adhere to the
guidelines of 1.* (especially 1.1 and 1.3) will be moved, or deleted
with or without notice to the author.

| As announced in an earlier reply this notesfile has moved. Its new
home is SMAUG::DCU, network connectivity should be better here because
there will be no need to restrict the number of logical links. I am also
the new moderator.
I would like to publicly thank Nisreen for the excellent job she has done
moderating this conference. I will do my best to maintain that high
standard. I intend to carry on the philosophy of allowing open debate and
treating all participants as adults. I will only exercise the
moderator's power of censorship if I believe a note is in violation of
Digital's Personnel Policies and Procedures. If I believe a note violates
Digital's P&P, or another Digital employee asserts that a note violates
Digital's P&P, I will first hide the note to allow the writer to
explain why a particular note is not in violation of those policies.
If I agree with the noter I will unhide the note. If I disagree I will
consult with others and then decide either to leave the note hidden or
unhide it. I will not be deleting any notes from this conference without
first obtaining the author's permission.

| As moderator of this notesfile I welcome the posting of any statement by
any candidate or group of candidates that is running for the upcoming
DCU Board of Directors Election. The only restriction I will impose is
that any statement must fall within the bounds of Digital's Policies
and Procedures.
I personally do indeed have a preference as to who I would like to see on
the DCU BOD. But that does not prevent me from being scrupulously fair and
impartial in allowing any DEC employee/contractor full access to this
notesfile to state facts, or air opinions. Indeed I welcome opinions
that differ from mine. Debate is healthy and encouraged. Let all
information be spread far and wide.

| It is a guideline for this conference, as for many others over a long
time, that objectionable material not be posted. A valid objection is
most likely a violation of the PP&P. It is not sufficient simply to
disagree with the opinion expressed in a note.
If somebody has an objection to another's note, the objector should
take these two steps before doing anything else:
(1) The objector should discuss the note with the author.
With reasonable people, this should be sufficient to resolve
most problems.
(2) If (1) does not result in resolution, the objector can take his
case to a moderator of the conference. It is my understanding from
PP&P and John Sims and Ron Glover memos that Digital expects the
moderators of conferences to do the right thing.
If all else fails, then it might be reasonable to go to Personnel, but
that is a last resort and certainly not the right place to start.

| As moderator I have been asked to post a note anonymously on behalf of
a DCU member. I have refused the request. I believe strongly that if
someone has something to say they should put their name to it.
The policy of this notesfile is that I won't post notes anonymously on
behalf of others and I'll delete all notes that are posted anonymously
by any other means.

| I have had several enquiries concerning the use of KEYWORDS in
this notesfile. Basically revolving around that topics couldn't be
found using KEYWORDS.
I have now removed all KEYWORDS and deleted all KEYWORDS. The reason I
did this is because the keywords were out of date and were not being
kept up to date (I don't have the time to do such a time consuming
thing).
So now the obvious question.
Q: How do I find things in this notesfile?
A: Use the command
DIR/TITLE="xxx"
where xxx is a word or part of a word that you are interested in. It
will list out all base notes with that string somewhere in the title.
Eg is you are interested in looking for notes on LOANS try:
DIR/TITLE="LOAN" or maybe DIR/TITLE="MORT" (for "MORTGAGE")
If anybody wants to point at some text scanning software that
intelligently can come up with a list of keywords and cross references
I'll turn on keywords again and then run this AI program once a
week. But until then use DIR/TITLE to find things. You'll find it is
pretty fast.

| This is to announce that Alfred Thompson has kindly agreed to take over
moderatorship of this notesfile. The reason I am stepping down as
moderator is that I am running for a position on the DCU Board of
Directors. I didn't feel it was right to continue to moderate the forum
that will no doubt serve as a conduit of information on the upcoming
election.
Alfred is a member of the nominating committee for the upcoming
election and I feel that the notesfile will be in good hands.
Please continue to keep this notesfile a place that is useful and
informative to the DCU membership.

The following is in furtherance of our discussion on March 7th, 1994.
I have attempted to incorporate the suggestions I received from Mr.
Garrod and Mr. Gillett, consistent with the objectives I outlined in
our discussion.
This is intended to provide you with a handy summary of the applicable
standards of conduct for DCU candidates vis a vis the use of
Digital's Computers, Systems and Networks. As always please feel free
to contact my office, or John Murphy is you have any questions.
I would appreciate it if Mr. Thompson would post this in the Conference
Monday A.M.
Any reader/recipient should feel free to post this in any Digital notes
conference.
1. Personnel Policy 6.54 "Proper use of Digital Computers, Systems and
Networks.
a. Prohibits defamatory statements and/or behavior which is
contrary to the Company's Core Values or Policy.
b. Prohibits the use of our systems, networks and computer systems
for solicitations of any kind.
c. Subjects violators of this policy to Corrective Action and
Discipline up to and including the termination of their
employment.
2. As is the case with all employees who use Digital's computer
systems or networks, candidates for the DCU are required to refrain
from conduct or commentary that is disrespectful, demeaning, or
which is not in accord with the Company's Core Values and Policies.
In that regard a note created by John Sims last year does an
outstanding job of summarizing expected behavior. I quote:
" First, and most critically; the notes files are Company
facilities subject to normal workplace rules of conduct. As such,
the same rules that govern conduct and comment in any other
Digital workplace apply with equal weight in these conferences.
Stated simply, if you wouldn't say it in a Digital business
meeting, you shouldn't say it in notes. PERIOD.
Statements that attribute improper, illegal or immoral motives or
actions to others, statements that cast aspersions on the
character of integrity of others or that amount to libel or
slander are not permitted. PERIOD. In this regard, it does not
matter whether the individuals subject to the comment are elected
public officials or directors of companies or organizations
disfavored by the author. There is no "Public Figure" exception
in notes.
Comments of a sexual nature, are not acceptable whether they are
about the author of the comment or directed at others. Similarly,
comments that degrade, devalue or discriminate against others are
also prohibited.
Finally, employees should remember that it is never appropriate to
spend working time in notes. Activities in notes should be
limited to personal or assigned break times.
Employee interest notes files and conferences were created to
provide an electronic forum to share ideas and opinions about
matters of common interest. In supporting these conferences, the
Company understood that there would be occasions where employees
would disagree on issues, but we believed and continue to believe
it is possible to disagree without being disagreeable. Personnel
Policy 6.54, Proper Use of Digital Computers, Systems and Networks
provides further information about appropriate conduct and comment
in these conferences. Employees who fail to meet these
expectations, or who use the notesfiles in ways that are contrary
to the letter and spirit of that policy are subject to Corrective
Action and Discipline up to and including the termination of their
employment."
3. Candidates for the DCU Board must refrain from using Digital's
Computers, Systems, of Networks to solicit support for their
candidacy. For the purpose of this election candidates may express
their views/state their opinion about DCU business matters
consistent with standards for disclosure established by the DCU
board (i.e. DCU policies, DCU board minutes, decisions, board memos
or other information published by DCU) within the DCU notes
conference. Comments about the DCU by Board candidates must be
restricted to the DCU notes conference. Candidates may not campaign
for election by soliciting others to vote for them, nor may they
directly or indirectly seek support for their campaign or candidacy
through the notes files. Stated simply candidates use of the notes
files are limited to sharing information, not seeking support for
their election. Similarly, any activity or comment by a candidate
which can be interpreted to be an effort to gain advantage by
denigrating or defaming another candidate will also be considered a
violation of policy.
Finally, candidates are reminded that they cannot use Digital's
Electronic Mail systems for solicitation of any kind, and that use
of Notesfiles is limited to non-working time.
I would refer you to:
- Personnel Policy 6.54
- The Text of John Sims Message on the proper use of Notesfiles and
- Digital's Core Values
for further guidance on appropriate behavior.
While these rules are of particular interest and application to
candidates, they are broadly applicable to all employees who use
Digital's computers, systems and networks.

| I'd like to make a gentle reminder that posting of mail messages
without the explicit permission of the author is a violation of
company policy. There are allowances in policy for announcements
of various kinds but in general one to one messages require permission.
If you have permission to post a mail message please state so in
clear terms. Mail messages posted without clear permission will be
returned.
In my opinion this includes mail via the Internet from past,
present, and future employees. In short anyone. Note that recent
mail from Paul Kinzelman has included his permission to forward
or to post in Notes. I consider that an example of what is allowed
under policy.

| It appears that this conference will probably need a new moderator
or two fairly soon. Nothing to do with DCU but I have been told that
I am "at risk." My understanding is that this means that the plan is
for me to be TFSO'd unless I get a new job or some other wonderful
thing happens.
If interested in moderating this conference please contact me offline.
Mail or phone is fine. My intention is to find someone with experience
in dealing with controversial conferences and who is comfortable
dealing with conflict that involves (at times) high level management.
If I do leave they would take over. If I don't, they would be
additional eyes on the conference.

As you know, the Digital Credit Union (DCU) election is currently in
progress. My office has received numerous inquiries regarding the
appropriate use of Digital systems and note conferences during DCU
elections. Also, in prior DCU elections, we have had a large number of
complaints about the use of Digital's network for communications
concerning the DCU.
Digital has existing Personnel Policies and Procedures that address the
proper use of Digital's network and notes conferences and these are
supplemented by the standards I issued on March 7, 1994 that pertain to
DCU elections. Digital has reviewed these policies and they remain as
stated for this election.
The DCU has its own Election Campaign Rules. Digital Equipment has
been made aware of these rules and in particular, the rule that
prohibits campaigning during the "quiet period", twenty-one days prior
to the completion of balloting. In an effort to avoid claims that
Digital Equipment Corporation assets are being used in violation of the
DCU election rules and potentially causing harm to the DCU, Digital
will also prohibit campaigning during the twenty-one day "quiet
period."
Therefore, from August 25, 1994 through September 15, 1994, DCU
candidates and their supporters may not campaign in any fashion at a
Digital facility or on Digital systems, networks, note files, or
conferences. We define "campaigning" as any activity by candidates or
their supporters within a public medium during an election, intended to
support one or more candidates.
We request that the DCU Notes File Moderator post this memo in the DCU
Notes File. We will also post it in LIVEWIRE and elsewhere to ensure
broad visibility and awareness of this important notice.
If there are any specific questions about particular communications or
concerning this memo, please feel free to contact my office.

| Today, I was contacted by Corporate Employee Relations and Legal
concerning the posting of the text of the various candidate's election
material. There were two concerns: 1) The 'vote for me' solicitations
at the end of the material, 2) The commentary accompanying the posting
that was in violation of the 'no disparaging or defaming' P&P.
It was agreed that it was important that DCU members be able to get as
much 'information' as possible concerning the candidates and issues,
but that publishing the candidates literature containing solicitations
verbatim, eventhough the intent was discussion, not solicitation, was a
violation of the rules.
Rather than disallow the important information contained in these
statements, it was agreed that I (or Bill Kilgore if he was here),
would remove the notes from the conference, edit out the solicitation
parts, pass them by legal, and repost them in the conference.
As I personally feel that more information is good, I will do the least
amount of editing to pass legal.
