When I worked for the CIA as a programmer (and nothing else!) in
the Washington, D.C. area, we would often get shipments of equipment
and supplies marked "PROJECT 391". When I became curious enough
to ask about this apparently well-funded but hush-hush project,
I was told that the CIA didn't like to see its acronym on such things,
so all the shippers adopted the convention of using the numerical
equivalents of the alpha acronmy to identify the ultimate customer.
"Everybody (in D.C.) knew" what 391 meant, so I'm not too concerned about
having divulged anything that might jeaporidze the national security.
Besides, we probably were smart enough to tell the Russians it was
an octal number.

| 391 (octal) = (3*8 + 9)*8 + 1 = 265 (decimal).
Also, 391 (octal) = 411 (octal).
No problem at all, particularly for "Project 391".

| For Canadian Socialist Insurance (rivalling American Socialist Insecurity
and similar programs in other countries), people are assigned numbers
called SINs.
I had the impression that the propaganda divisions of many government
agencies chose moderately clever acronyms, producing words with
pleasant imagery, so that people who call for help would get a warm
fuzzy feeling about being shafted. Can't think of any offhand though.
