Sure, there are hundreds of them. All the words that end in
-tion; e.g., concentration, station. (You didn't ask for
any particular two-letter combination.)

sci in Italian has a "sh" sound.
The only exception I know of is the "ci" combination in "Citibank"
which _should_ properly be pronounced SH.

Yes, I'm aware of that. I was misremembering the question.
I was thinking that the person was asking for any type of
"h" sound where no "h" was present, rather than specifically
for "sh" sounds where no "h" was present.

And others with an "sci" and "si" combination.
And how about others based on "-sure", like "pressure" or "censure"?

Ahhhh he says wondering like and cogitating on his navel like some
sage of yore...
How many of these have developed into a 'sh' sound when _really_
they should not be?
Like I mean 'sure' _ought_ to be 'sssssyor' ie a hiss , a very
short drop into the yuh sound of the 'u' then the ruh sound....
didn't it?
but we being what we are - lazy in speech - sh is easier.
