    Gentlepeople,
    
    Has anyone reading this recently immigrated from Quebec province?
    
    If so, could you please tell me how easy/difficult this process
    is?  Also, have you been discriminated against here in the U.S.?
    I understand that immigration from Quebec may be easier in 1990,
    because of the Free Trade Agreement.  Is this true?

    It's relatively easy to emigrate from Qu�bec but NOT immigrate from
    it.  Of course, one could just as easily immigrate TO Qu�bec but
    NOT emigrate to it.  So whaddaya mean, eh?  Emigration from Qu�bec
    or immigration to Qu�bec?
    
    The significance of 1990 is not with Free Trade with the US, but
    the start of construction in that year of the Grand Canal between
    Qu�bec and Ontario, and the repatriation of Labrador to Qu�bec and
    that portion of Qu�bec that borders Eastern Ontario south of the
    Ottawa River to Ontario.  It is only with the completion of the
    Grand Canal that the significance of 1990 will be apparent!

Some questions for you so that we can all understand better what you are 
asking:

1. With respect to Canada/US Immigration policy, are you talking about the
movement between Canada and the United Snakes generally, or are you talking
about Quebec specifically? 

2. If you have singled out Quebec, why did you choose this province and not 
anothere (like Alberta)?

3. Why would you think that Quebekers are different than Ontarians?  Maybe you 
think that Quebekers are not Canadians?  Or maybe you think that they should 
be discriminated against because they speak French really well?

    	I'll bet you weren't expecting the kind of thrashing you've
    been getting thus far. You see in this notesfile, if you are polite
    and ask a sincere question, as it were, you get trashed by the local
    noters as this is their way of welcoming you to the Canada Notesfile.
    Canadians view themselves as being the bastions of wit and pretend to
    be sensitive about regional issues such as the Grand Canal for example.
    Please feel free to join in the fun and trash back but I suggest
    that you stay well away from the Grand Canal issue as it is a hotbed
    of discontent among millions of Canadians and Albertans as well.
    So if you don't want to incite a riot in notesfile format please
    don't mention the Grand Canal issue anymore or the repatriation
    of Anticosti Island to the Falklands.

	A relatively unknown and recent proposal from the National Assembly in
	Qu�bec has some rather sinister connotations, particularly for Albertans
	and residents of certain towns in Qu�bec.

	During the Duplessis era, the Qu�bec government began a program of
	'francifying' English names for towns and villages, such as:
 
	        Masham   became  Ste. Cecile de Masham
		Prescott  "      St. Isidore de Prescott
		Kostka    "      St. Stanislas de Kostka
		Ormstown  "      St. Malachie d'Ormstown
		Toronto   "      St. Hercumere de Toronto

	As you can see, at that time there was a profound religious influence
	in the province; however, that has changed drastically in modern
	times to the extent that the present Qu�bec government wishes to
	secularize the religious prefixes to the English place names.  All
	saints' names will be replaced with the word 'Maudit' or the phrase
	'Merde de', such as:

                Ste. Cecile de Masham     becomes  Maudit Masham
		St. Isidore de Prescott     "      Merde de Prescott
		St. Stanislas de Kostka     "      Maudit Kostka
		St. Malachie d'Ormstown     "      Merde d'Ormstown
		St. Hercumere de Toronto    "      Maudit Toronto

	All of these changes are to coincide with the construction of the
	Grand Canal, the James Bay Watershed Diversion Project and the
	repatriation of Lac Memphamegog to Ireland.

    Hello,
    
    I have a Bachelor of Arts degree in English and apologize for my
    blunder regarding immigration/emigration.  I would simply like to
    have some useful information about EMIGRATING FROM Quebec because
    I have a friend who is considering doing just that.  I thought that
    perhaps the Free Trade Agreement might have an impact on such activity.
    My concern is not with the the G.C..
    
    I guess American notesfiles are not the only ones which contain
    "thrashings."

	We here in the Great White North view the BA in English with a
certain amount of disdain, not to cast dispersions on your degree but
simply to illustrate what is required of candidates in this neck of the 
woods, as it were.  You see, the candidate is required to drive like
hell (in excess of 130Km/hr) on a two-lane road, one hand on the wheel
whilst the other is clasping a can of Molson Ukrainian, with the 2Megawatt
power boosted car stereo pumping out Van Halen.  The candidate must do this
for a continuous period of 30 minutes while tailgating an 18-wheeler.  The
English proficiency test is successfully completed if the candidate can
identify three words out of five from the bumper sticker of the aforementioned
truck, two of the three identified words MUST be 'immigrate' and 'emigrate'.

	To answer your original question, the Free Trade Agreement has no
bearing on immigration/emigration, just on goods and services but not people.
Unless, of course, an individual is providing a service that might be construed
as being illegal in the country to which he or she is immigrating!

	   Not so stupid a question.  The re-patriation of lands that
	were formally part of 'Nouvelle France' is part of the 1987
	agreement of First Ministers to circumvent the obstacles in
	the Meech Lake Accord.  Certain tracts of land now in the 
	possession of bordering provinces will be relinquished to
	Qu�bec, starting in 1990.  Lands that are bordered by natural
	water courses will remain in Qu�bec while others, such as that
	portion of West Qu�bec that extends beyond the St. Lawrence
	and Ottawa Rivers into Eastern Ontario, will be re-patriated to
	Ontario.

	   This is all part of a larger scheme encompassing the construction
	of the Grand Canal, the James Bay Watershed Diversion Project and
	the designation of Alberta as a bilingual province.

I have had my shot at bashing, so let me try to contribute to the real answer. 
I have read a copy of the free-trade agreement (and also verified by the 
press), and there is a people-movement consideration.  It is now easier to 
move CDN<-->USA and get work-permission if you are involved in certain kinds 
of work.

For example, computors.  Before free trade, getting an approval required lots 
beaurocratic twisting, and justifications were required. From reading the 
agreement. it seems that in the focussed industries, those justifications are 
no longer required, by reciprocal agreement.

So if you work for DEC, and they want to move you say from TRO to AKO, than 
this is now easy from a government point of view.  If you do not work for DEC, 
and are merely just interested in getting a computor job in the US of A, than 
the same rules would apply as before free-trade.

The change is "Corporate Free Trade", not "private free trade".

    provinces?  I mean, Maine used to be part of Massachusetts but

    Once the Grand Canal Project is completed in 1990, the reason why
    it matters will be quite apparent. The Grand Canal is probably the
    focal point of the nation at the moment.

I see no reason for that.  Mostly I think that you have not given us any 
details.  Like:
	-what are this person's qualifications (education etc)
	-presently working and what kind of job?
	-wants to move permanently or just 4 a few years?
	-work gonna move them (transfer)?
	-canadian citizen?

details details, but just the sort of thing immigration would ask.  I have a 
copy of "The Canada-U.S FRee Trade Agreement" in fron of me at page 220 
regarding temporary entry of business professionals.  The rules *have* 
changed.  But where within the rules structure does the person to whom you a 
refering fit.

You will get nowhere without giving feedback.

entered here regarding the life/status of John Q Public are not gonna bother

	On yer bike, Scooter.  The play on words was lost on you.  If I wished
	to refer to one's reputation I would have used 'aspersions', but the
	twist was to use 'dispersions' to emphasize the 'differences' in the
	BA between the US and the Ottawa Valley, as it were.

	Sho'nuff.  But Ireland has to give to Canada, actually to me personally,
	Co. Cork and a certain part of Co. Kerry.  I heard that they have
	extended the runway at Cork airport, does that mean that it may be
	able to handle trans-Atlantic flights?  Wow!  Ottawa to Cork non-stop!!
