associated meanings ?
Would a customer be able to purchase such a list from us ?

With DEC COBOL for OpenVMS Alpha, we've included HELP for those
compiler messages and run-time messages where we have additional
explanatory information beyond the message text. Also, with both VAX
COBOL and DEC COBOL for OpenVMS Alpha, the complete compiler message
file is included on the kit.
If there are any other compiler messages or run-time messages where a
customer would like additional explanatory information, we could add
that in our next update of the HELP information.
With DEC COBOL, use
$ help cobol Compiler_Messages
$ help cobol Run-Time_Messages
