observation that in my experience, it's easier to get yourself
warmer when it's cold than to get yourself cool when it's warm.

It's great, I've done it a few times in Maine and it's not too
expensive providing you get 8-10 people. It's all divided into
catagories 1-5. 5 being the best. The best time to organize one is
during the spring and/or early summer because of all the snow melting
causing the mountain springs to really get all the rivers going.

Eeesh, do I feel old..the original was by Martha and the Vandellas,

The only rendition of this I could recall was done by The Mamas & The Papas.
I've got it on CD on something called "TM&TP 16 of Their Greatest Hits", but
I could have sworn I'd been listening to it on LP years ago (and I haven't
had CDs for more than 4 years). The only TM&TP LP I can find in my collection
is "If you can believe your eyes and ears", so I dunno. Mebbe the ex- took
that album years ago.

days, hot nights... Fight your way thru the crouds to your driveway
cause the icecream truck has stopped in front of your house, and there
is a traffic cop, and now your lawn is littered with the entire
neighborhoods icecream wrappers. I'll tell yha. I get no respect.:)
Then there is the clothing, yes, watching the women go past the frozen
foods in the supermarket... aaahhh! There is a God!:)

| I'm in Cascade, so I'm right across the highway. You ever go up on
the Peak for the race? It's great to watch, if you're above timberline
with a good view of the road. Hope the top doesn't get snowed out again
- that was a real bummer. I think most of this year's winners will be
Japanese - they've been putting the most money into their vehicles for
the past couple of years. They've been running mostly in the unlimited
class, but that will change. They've got some good, experienced drivers
too.

| Several hours this week pulling weeds, once I get finished with my
garden I have one of my neighbors to hand weed to the point where
others can find the rows and hoe it. Summer looks just like the rest
of the past year, except it is green.
The Scarlet bush beans are in bloom and making a tasty and colorful
additions to salads around this place. The tom's are flowering, and
despite my best efforts to sexually frustrate them, the peppers are
setting fruit.
Good to be home to play.

Washington area damaged 25 homes and knocked out power to more than 100,000
customers. The storms also produced hail as big as golf balls and lightning
that set fire to apartment buildings.
A utility company mechanic working to restore power in Washington died today
after she touched a high-voltage power line.
The storm system also battered Pennsylvania with large hail and record rain,
and more than 200,000 homes and businesses lost electrical service there and
in Maryland, West Virginia and Ohio.
The tornado moved eastward through the densely populated area during the
afternoon Monday.
"We started to hear rumbling, our ears started popping and then we heard
things flying around," said Gabe Joseph of Centreville. Joseph said he and
his wife herded their children into the basement.
"The skies just opened up," said Walter Evans, manager of the Fair Lanes
bowling alley in Centreville. "The rain was torrential. We have a bunch of
trees in front of the building. They were just leveled."
Fairfax County fire officials condemned five homes and declared 20 others
uninhabitable until repairs were made. About 47,000 customers still had no
electricity this morning, said Patty Campbell, a spokeswoman for Virginia
Power.
In Henrico County, simultaneous lightning strikes started fires in two
apartment buildings about 75 yards apart, damaging 20 apartments and
displacing about 20 people, fire officials said.
In Washington, 38-year-old Delores McRae was killed today while she was
trying to repair a downed line for Potomac Electric Power Co. A woman
seriously burned in Oxon Hill, Md., by a kerosene lamp she was using during
the power outage.
More than 150,000 customers were blacked out in Maryland, where the storms
brought wind up to 75 mph and a funnel cloud that apparently never touched
down.
In Pennsylvania, wind up to 68 mph lashed the western part of the state,
knocking out power to 51,000 homes and businesses.
Officials recorded 3.11 inches of rain at Pittsburgh International Airport,
a record for the date. The old record was 2.38 inches, set in 1950.
The storms also cut power to more than 30,000 customers in West Virginia,
where some small streams were out of their banks, and to some 12,000
customers in Ohio.

At one time we saved some golf ball size hail in our freezer..the same golf
ball sized hail that wiped out the roofs on the whole neighborhood..I've seen
pictures of grapefruit sized hail that fell in Northwestern Colorado.

| They were actually big chunks of ice launched out of a machine
that was towed ahead of the truck during the scene. So in a way, the
movie hailstones were identical to the real thing. See "Twister: First

It seems as though I'm still waiting for it. Weather around my place has been
more like either Spring or very late Summer. Usually by this time, we're in
the midst of a very hot humid spell. Instead, except for a week or so in
mid-June, and a half week or so in mid-May (both of which times when, it was
hot and humid), we've had nothing but dry, breezy warm days and cool (I'm
talking lower 50s) nights, except for the many days that were cool and damp/
rainy/cloudy.
Now, don't get me wrong. I'm not necesarily complaining about the lack of
hot humid weather, although I must admit that the risk exists that I may have
opened the swimming pool for nothing for the first time in 12 years - if we
don't get some heat before mid July, that will be the end of it - but haven't
the past 10 months or so, at least in the Northeast, been way below normal
in terms of temperate-ness?
I think Global warming is failing, Phil.

| Well, some scientists claim that global warming will bring on the next
ice age due to the salt water flow not getting under the polar ice cap
due to it rising because of the heat in the rest of the world. North
Ameica and Northern Europe would be hit hard.
It might be a good idea to buy some beach front property in Africa
somewhere. I hear it's going cheap.

And what did you tell him to do when he'd (inadvertently or
intentionally) exposed himself to PI? Unless he's _really_ allergic,
washing with soap soon after exposure prevents epidermal reactions.
I regularly have to walk through poison ivy to get to a secluded spot
for relief of the natural outcome of liquid ingestion where we play
b-ball at lunch. Exposure is no problem because the sweat on my legs
coupled with the shower within an hour of exposure prevents the oils
from achieving sufficient contact to cause the reaction.

| there's a product called Tec-Nu (I get it at CVS) that does a good
job of 'unlocking' the poison ivy oils from your skin. The earlier
you apply it, the better it works, but it works good on cases where
the rash is already in progress. For advanced cases, put a lot on
and let it sit for a while, then wipe it off gently. I weed-whacked
my field a few weeks ago (with a ground cover of poison ivy), and
rubbed myself down with Tec-Nu before I showered; no problem at
all.

I just re-read this, and you know, it looks pretty bad out of

gad, I've had poison ivy so much in my life I think it's just a
ritual of summer. :) I react severly to poision ivy (even if I wash it
off right away) and it spreads along me like wild fire. Still doesn't
stop me from going in the woods and banging around. Even tho' I know
what all the poisonous plants look like (oak, sumac, ivy), I still get
a case at least once every summer. Sometimes I need prednisone(sp?) to
clear it up.

| Went out yesterday and got myself something I have wanted for years, a
garden pond.
It started to rain while we were on the way home, it kept on raining
all night.
This morning the back yard was a bog, by the time the sun and wind had
dried it up enough to walk on, it was too hot to stay out.

were out.
My pond is still sitting by the back door waiting to go out. I did not
even get a chance to lay out the shape I want.

Ah well, to-morrow is supposed to be less humid and not as warm and I
plan to be out there bright and early.

recon observations indicated that the eyewall had deteriorated but
then reappeared a few hours later. central pressure was holding
near 972 mb and the plane reported some very warm temps...18 to 19
deg c at 700 mb...in the center. bertha has very intense convection
near the center and some banding features...but no eye is seen in
the ir satellite imagery. upper-level outflow is strong except over
the northwest quadrant...where it is probably being inhibited by the
back side of a mid-latitude trough which is propagating eastward.
current intensity estimate is 85 knots but this may be inflated a
bit...considering the latest flight-level wind data. little
significant change in strength is forecast. however...after the
trough passes there is a possibility that bertha could intensify a
little since the hurricane is over warm water and could pass over
even warmer waters...i.e. the gulf stream.
the forward speed has slowed some more...to 330/11. at 500 mb...the
mid-latitude trough that has drawn bertha more northward is now
approximately in phase with the tropical cyclone. this trough will
move on...and presumably leave bertha behind. the next upstream
trough looks much weaker in the emc global model predictions...and
it appears that bertha will need to reach the latitude of the
carolinas before it can be significantly impacted by this trough.
there is a strong deep-layer anticyclone to the east-northeast of
bertha. the latter feature should provide a northward steering
component to keep the hurricane moving along at around 10-11 knots.
unfortunately...it appears that this anticyclone will prevent the
tropical cyclone from turning significantly eastward before it
reaches the coastline. there is still a possibility that bertha
could recurve eastward and miss the coast entirely as shown by the
barotropic guidance. however all of our primitive equation
guidance... including the gfdl model...bring the hurricane
over land within 36 hours...and so does our official forecast.
the landfall timing is critically dependent on the heading of bertha
when it approaches the coast. our present thinking is that the
center will be near the coast on friday. one should bear in mind
that this is a large hurricane. tropical storm force winds could be
near the coast in the warning area much earlier...by this evening.

SITUATION REPORT #5 Hurricane Bertha Reporting Period: from 7 am., July
11, 1996 to 7 a.m. July 12, 1996 (All times not
otherwise stated are Eastern Daylight Times)
BACKGROUND: As of 2:00 am EDT Friday, July 12, Hurricane Bertha
was located near latitude 31.2 north and longitude 78.6 west or
about 215 miles south of Wilmington, North Carolina. Maximum
sustained winds are near 80 mph and little significant change in
strength is expected before landfall. Bertha is a weak Category
1 hurricane on the Saffir/Simpson Scale. Bertha is moving toward
the north-northwest at 9 mph. The center of the hurricane is
expected to be near the coast around mid-day today, 7/12/96.
Hurricane force winds extend outward up to 115 miles from the
center and tropical storm force winds extend outward up to 200
miles. The most recent forecast track has shifted to the west
with landfall of the center of the hurricane expected Friday
12:00 pm near Cape Romain, SC. The population in the entire
warned area can expect hurricane force winds, torrential rains
and storm surge.
CURRENT SITUATION:
The Region IV Alternate Regional Operations Center (A-ROC), was
activated on July 11, 1996, at 7 a.m. EDT at the Cobb County
Fairgrounds.
The ROC Directors are C. Richard Mayson and Mary Lynne Miller.
The Operations Chiefs are Tommy Moore and Don Hammonds.
North Carolina's Office of Emergency Management has declared a
State of Emergency and has ordered a mandatory evacuation for
Hatteras and Ocracoke barrier islands. This evacuation appears
to be progressing smoothly. An evacuation order for Dare County
and the northern Outer Banks was issued at 1:00 PM today. The
Port of Wilmington, NC, is closed to all traffic but all
airports and associated facilities in the threatened area are
still open. South Carolina authorities have encouraged
voluntary evacuations of coastal islands.
FEMA has designated Fort Bragg, NC, as a primary mobilization
center for the receipt and dispersal of disaster relief
supplies.
Region III: Delaware: Under partial activation. Full EOC
activation to begin at 8:00 am, 7/12/96. District of Columbia:
No activation at this time. Maryland: Activated as of 6:00 am,
7/11/96. Maryland Emergency Management Agency (MEMA) staff have
been in contact with their counties and Ocean City. Discussion
of potential Ocean City evacuation is ongoing. Virginia: State
EOC is partially activated with a communications watch for the
evening. Planning for a full activation at 5:00 am, 7/13/96.
Governor Allen announced a State of Emergency for Virginia as of
3:00 pm, 7/11/96.
The Region III ROC is preparing for full activation on 7/12/96.
All ESF's have been notified and are on standby. The Nuclear
Regulatory Commission (NRC) Region I will deploy a specialist to
the Calvert Cliffs satellite communications area on 7/12/96.
CASUALTIES: Three storm related deaths have been reported in
Puerto Rico. One was a surfer and two were automobile accidents
caused by rain slick roads. No confirmed deaths and no apparent
major injuries have been reported in the Virgin Islands
(reported by Region II). There are unconfirmed reports of a
swimmer fatality in Florida.
WEATHER FORECAST: Bertha continues moving slowly toward the
southeast US coast. Hurricane warnings remain in effect from
Brunswick, Georgia, northward to the North Carolina/Virginia
border including Albemarle and Pamlico sounds. Hurricane
warnings for the Georgia coast will likely be lowered later this
morning. A hurricane watch remains in effect from the North
Carolina/Virginia border to Chincoteague, Virginia, including
the southern Chesapeake Bay. Most of the strong winds and heavy
rain are located to the north and east of the center. Winds
have already begun to increase along the coast in the warning
area and will continue to do so during the morning. Heavy surf
conditions are expected along portions of the southeast US
coast. Storm surge flooding of 6 to 8 feet above normal tide is
expected near and to the east of where the center crosses the
coast. Rainfall totals of 5 to 8 inches are expected along the
path of Bertha.
SEVERITY OF IMPACT:
Utilities: Electric power generation and distribution systems:
Region II reports the Brunswick Nuclear Power Station near
Wilmington, NC, planned to have Units 1 and 2 in cold shut down
on the afternoon of July 11 in anticipation of Bertha's
landfall. The Region II emergency van arrived at the Brunswick
Emergency Operating Facility (EOF) at 4 PM on Wednesday, July
10, 1996. Regional officials have tested the satellite
communications unit in the van and have established
communications with the Regional HQ.
STATUS OF DECLARATIONS: President Clinton signed a major
disaster declaration for the United States Virgin Islands on
7/11/96. The disaster identification number is DR-1126-VI.
STATUS OF FEDERAL OPERATIONS
D. OPERATIONS SECTION
OPERATIONS SUPPORT BRANCH
ESF #1 (Transportation):
The Federal Aviation Administration (FAA) has begun to secure
navigational equipment and fuel generators in the hurricane
warning area.
The Coast Guard is conducting port surveys and is preparing to
conduct search and rescue operations. Some equipment in the
coastal areas of North Carolina and South Carolina is being
relocated inland. The Coast Guard has sent two representatives
to the Virginia State EOC in Richmond with the FEMA ERT-A.
Department of Transportation's (DOT) Crisis Management Center
will be activated on 7/12/96 at 8:00 am.
ESF #2 (Communications): Atlanta ROC: ESF #2 was contacted by
the United States Public Health Service (USPHS) with a request
for assistance to identify a source to obtain 40 hand-held
radios, a repeater, and a base station for possible deployment
to North Carolina. ESF #2 contacted the United States Forestry
Service with the request to supply the required radios for
USPHS. Forestry service advised that they have the radios and
will stand by for tasking to ship radios and technicians. ESF
#2 is waiting for formal tasking and funding source from USPHS.
National Coordinating Center (NCC) Operations: ESF #2 personnel
are staffing the Emergency Support Team (EST) on a 24 hour
schedule. The NCC will continue to staff during the day.
Support personnel have been identified to travel should a
disaster be declared and the Federal Emergency Communications
Coordinator (FECC) requests support. Telco carriers have been
advised that Emergency Response Teams have been mobilized for
Richmond, VA and Raleigh, NC and the carriers should make every
effort to assist them in planning and preparation. No impact on
telecommunications reported at this time.
ESF #7 (Resource Support): The General Services Administration
(GSA) is being represented at the ROCs in Atlanta and
Philadelphia. GSA has deployed the ESF #2 and #7 elements in
FEMA Regions III and VII to North Carolina and Region VIII to
South Carolina. Region X is on standby to assist Region III.
The GSA National Capital Region is to be prepared to support all
responding regions.
FEMA Headquarters ordered the release of all plastic sheeting
being held in a warehouse in Fort Worth, TX. GSA is arranging
the transportation of the items to Fort Gillem.
INFRASTRUCTURE SUPPORT BRANCH
ESF #3 (Public Works and Engineering): USVI: The Corps of
Engineers will be conducting briefings on waterway navigation.
Also they will discuss the requirements for roofing
repair/replacement support.
Contingency Planning in the Event of Landfall: The Corps of
Engineers have identified displacement locations for lead
Southeastern divisions and districts, identified backup command
elements and established command and control transition
procedures and prepared to relocate Initial Response Resources
(IRR) items pre-positioned in the Southeastern coastal States.
United States Army Corps of Engineers (USACE): Personnel from
various Corps divisions are being mobilized to support the South
Atlantic Division (SAD) to serve on the various ERT-A teams.
The EOC remains at Level II activation. The EOC is maintaining
coordination with FEMA, the Director of Military Support (DOMS)
and subordinate elements.
Three SAD districts (Savannah, Wilmington and Charleston) have
executed pre-hurricane checklists. Two of the other districts
(Jacksonville and Mobile) remain in a support role. The North
Atlantic Division (NAD) has executed pre-hurricane checklists
and is coordinating with the Wilmington District to their
south.
Prime Power completed power generation assessments in the USVI
in accordance with a FEMA directive. The SAD prepared 50
generators, ranging from 12 - 455 kws, for deployment to
potential stateside disaster sites.
FEMA has issued mission assignments to ESF #3 to deploy ERT-A
and FAsT teams to support potential emergency response to 4
states (GA, SC, NC, and VA). ESF #3 ERT-A representatives have
deployed to state EOC's in SC and NC . An ESF #3 FAsT
representative deployed to Charlotte, NC, ETA 2000 hours, 11
July 1996.
HUMAN SERVICES BRANCH
ESF #11 (Food):
Region II: Food and Commodity Service (FCS) staff are
continuing to gather information and conduct damage assessments,
working with Virgin Island officials. Additional food requests
from the Virgin Islands have not been received.
Region IV: FCS staff are on stand-by for deployment to North
Carolina and South Carolina. Food inventories in both states
appear to be sufficient for an immediate food response.
Inventories available include fruits, vegetables, meats, pasta,
juices, infant formula and cereals.
Voluntary Organizations:
The public is able to call the following national voluntary
agencies with offers of goods and services:
Adventist Community Services 800 253-3000 (24 hours) Cash
donations also
American Red Cross 800 7IN-KIND (8 am - 8 pm) 800 HELP-NOW for
cash donations
Salvation Army 800 SAL-ARMY Cash donations also
FEMA EST donations made contact with State donations
coordinators in North and South Carolina to determine the level
of support required from FEMA.
North Carolina in coordination with the North Carolina
Interfaith and the Telephone Pioneers will establish a State
donations phone bank.
South Carolina will rely on the national toll-free numbers of
the key voluntary agencies.
EMERGENCY SERVICES BRANCH
ESF #4 (Firefighting): The Southern Area Interagency Incident
Management Team was ordered at 1400 hours EDT, 7/11/96, for
deployment to Fort Bragg, NC. The team will be on site at 2000
to 2200 hours. The Team will manage the mobilization center for
receiving and distributing relief supplies. To support the
Team, two helicopter modules are ordered to assist with relief
supplies as needed. ESF #7 at the Region IV ROC is procuring
trucking services for distribution of supplies. ESF #4
continues to coordinate with Region III and Region IV ROC
units.
ESF #9 (Urban Search and Rescue): Due to the weakening of
Hurricane Bertha, all US&R assets that had been on "alert" since
July 8th have been ordered to "stand-down" effective at 1430
hours on July 11th. At its current strength it is considered
highly unlikely that there will be an US&R mission associated
with Hurricane Bertha. The situation is being carefully watched
and advisories are still being distributed to all Task Forces to
maintain a high level of situational awareness within the
system.
MITIGATION: Mitigation continues to be activated and ready to
respond. In preparation, mitigation and the National Flood
Insurance Program (NFIP) issues regarding possible erosion and
flood damage in coastal areas and potential inland flooding due
to heavy rains are being identified.
EMERGENCY INFORMATION AND MEDIA AFFAIRS: Arrangements were made
to allow television stations to uplink the morning and afternoon
update meetings between the Director, field staff, and the
National Hurricane Center.
WUSA (Channel 9 local news) will video tape an interview of
Emergency Response Team personnel for broadcast between 5 am and
7 am. NBC's Today Show will be on air via cable from FEMA
during their morning broadcast. CNN will cover the FEMA
Director's morning briefing for broadcast between 9-10:00 am.
FOX will broadcast live from FEMA's Emergency Support Team area
between 6-8:30 am.
Public Affairs Officers (PAOs) have been deployed from other
FEMA regions to accompany the advance element of the Emergency
Response Team to North Carolina and South Carolina. The PAO
from Region VI will provide hurricane-related public affairs
support to Region IV in North Carolina and Region VIII's PAO
will handle hurricane-related needs in South Carolina.
FEMA's Radio Network carried soundbites from all participants at
today's briefings. Radio stations can access and record the
soundbites by calling a special tollfree number.

| I just realized that this summer is almost over and it has been
completely WORTHLESS!!! Usually I try to take a trip or something, but
this summer I did absolutely nothing. I can't even think of the
upcoming winter without going suicidal. I think the time went by so
fast because all of us here at CXO know our days are numbered and we
just want to get it all over with.

| This year I think I'll winter in Las Vegas, eh??? Except that the
last time I went there, it actually snowed for the first time in years.
It wasn't snow by Colorado standards, but you could see the flakes in
the air. Just goes to prove that winter can find you almost anywhere.

| It will get worse for the Cowboys, with all their suspensions and
injuries. Don't expect them to get a strong start on this season, but
they should start to pull togather by week 6. Look for them in the
Super Bowl again, only because the rest of the NFC is so weak this year
(with the exceptions of Green Bay and SF, of course). In the AFC, watch
the Colts. Miami isn't ready yet to go all the way and the Raiders, as
we've seen countless times, have a tendency to self destruct in mid
season.
