THE US GOVERNMENT HAS EXPANDED ITS EMBARGO OF YUGOSLAVIA TO INCLUDE THE
FOLLOWING:
-ENTITIES OWNED OR CONTROLLED BY THE GOVERNMENT OF YUGOSLAVIA
REFERENCE ORGANIZATIONAL POLICY ENTITLED "CONTROLLED-IN-FACT"

-NO SHIPMENTS TO YUGOSLAVIA UNDER A DISTRIBUTION LICENSE OR OTHER VALIDATED
LICENSE, WHETHER OR NOT THE END-USER IS A GOVERNMENT ENTITY
-ANY RESELLER (OEMS, VARS, ETC.) ORDERS WHICH ARE KNOWN TO BE DESTINED FOR
YUGOSLAVIA SHOULD BE PLACED ON HOLD IMMEDIATELY AND ESCALATED TO US EXPORT.
-ANY NEW AVARPS CONTAINING YUGOSLAVIA MUST BE ESCALATED TO U.S. EXPORT
COMPLIANCE BEFORE APPROVING.
-NO PARTICIPATION IN SCIENTIFIC AND/OR TECHNICAL COOPERATION AND CULTURAL
EXCHANGES WHEN THE EXCHANGE IS SPONSORED BY THE YUGOSLAVIA GOVERNMENT.
-EMBARGO DOES NOT APPLY TO ACTIVITIES RELATED TO THE U.N. PROTECTION FORCE
(UNPROFOR), THE CONFERENCE ON YUGOSLAVIA, OR THE EUROPEAN COMMUNITY MONITOR
MISSION.
SUMMARY:
Effective immediately, all direct and indirect exports from the U.S. to
Yugoslavia (i.e.: to Seriba and Montenegro), or any entity owned or controlled
by the Government of Yugoslavia, requires an export license.
Also, "U.S. persons" (U.S. citizens, permanent resident aliens, corporations in
the U.S. (including foreign branches--e.g., bank branches abroad), or persons
in the U.S., are prohibited from engaging in any sort of business with the
Government of Yugoslavia (including Serbia and Montenegro).
AS A U.S. EMPLOYEE, YOUR RESPONSIBILITIES ARE TO:
-ENSURE THAT ALL BUSINESS TRANSACTIONS WITH EMBARGOED ENTITIES ARE
SUSPENDED IMMEDIATELY AND ESCALATED TO US EXPORT COMPLIANCE FOR REVIEW.
NOTE: THIS INCLUDES EMBARGOED ENTITIES LOCATED IN THE UNITED STATES AND
ANY PRODUCTS SOLD OR OTHERWISE PROVIDED TO US CUSTOMERS WITH A
DESTINATION WHICH IS KNOWN OR SUSPECTED OF BEING EMBARGOED.
-ENSURE THAT YOU REVIEW YOUR CUSTOMER/VENDOR/PARTNER DATABASES AND THAT
NO TRANSACTIONS ARE IN PROCESS FOR AN EMBARGOED PARTY.
Note: Business with the governments of Slovenia, Croatia, Bosnia-Hercegovina
and Macedonia is NOT affected.
DEFINITIONS
YUGOSLAV GOVERNMENT:
The "Government of Yugoslavia" includes the Government of Serbia, the
Government of Montenegro, the Government of the Socialist Federal Republic of
Yugoslavia or the Government of the Federal Republic of Yugoslavia.
Included within the definitions of government entities are any subdivisions of
the governments, local governments, government agencies, instrumentalities and
controlled entities and any representatives of the governments, including (but
not limited to:
National Bank of Serbia,
Serbian Chamber of Economy,
National Bank of Montenegro,
Montenegrin Chamber of Economy,
National Bank of Yugoslavia,
Yugoslav National Army,
Yugoslav Chamber of Economy.
YUGOSLAV NATIONALS:
The new order prohibits U.S. persons (Digital U.S. or any Digital employee who
is a U.S. person - citizen, permanent resident, or person in the U.S.) from
engaging in transactions with Yugoslav nationals related to:
-scientific and technical cooperation and cultural exchanges which are
officially sponsored by the Yugoslav government and
-sporting events in the U.S. with persons or groups representing Yugoslavia
Note: NATIONALS OF SLOVENIA, CROATIA, BOSNA-HERCEGOVINA, AND MACEDONIA ARE
NO LONGER CONSIDERED TO BE YUGOSLAV NATIONALS.
