Subject: FY93 CHALLENGES                                             


      
      As we look to our revenue and cost challenges in FY93, it 
      is clear that we need to improve our efficiency, 
      productivity and operational effectiveness.  To meet these 
      challenges,  I have asked several members of our field 
      management and the U.S. Team to form a "Design Team," 
      focusing their dedicated effort over the next several weeks 
      to propose areas where we can immediately simplify our 
      operations, become more cost-effective, and flexible.  
      
      In addition, I have asked the Design Team to propose 
      solutions that would have immediate benefit with little 
      disruption and also to review areas that could improve our 
      competitiveness.
      
      The challenge is both enormous and exciting.  
      
      We will develop an FY93 budget that is aggressive, 
      achievable, and necessary for our business potential; we 
      will align our resources so they are more effective and 
      responsive to today's business needs; and we will position 
      ourselves to be "best-in-class" in every business segment 
      we compete in.
      
      I will be communicating with you regularly as the Design 
      Team completes their work.  Some of you may be contacted 
      directly for your input and assistance.  
      
      I want to thank you for your fine efforts and I look 
      forward to closing out the year with you with great 
      success!

Who was this sent to? Why was the distribution deleted with no reference to
the original audience? Who is on the design team? Are they interested in
unsolicited input?

This memo appeared to have been sent to everyone in the US Field
that has an MTS address.  My copy had a distribution list
comprised of only facilities starting with "A". Presumably there
were many other mailings to the rest of the facilities in the US.

    The answer in .2 is correct.  I was part of a master distribution list
    of distribution lists.
    
    As a service to the readers of this conference, I post memos of
    interest to educate, communicate and generate discussion.  For the
    cause of environmental savings, I delete lengthy distribution lists.

Thanks, I agree with the removal of long lists and please don't stop  doing
the postings. But it would be useful to have some idea of the primary audience
of a memo. Particularly one as vague as this and from such a senior manager.
