    It is illegal to dump plastic trash anywhere into the ocean or navigable
    waters of the United States. Violation of these requirements may result
    in civil penalty up to $25,000, a fine of $50,000 and imprisonment for
    up to five years. Regional, state and local restrictions on garbage may

|  |     There is a little more verbage about this subject in the May issue
    of Motor Boating and Sailing which happened to be on my desk.I
    generally only peruse it some more at lunch time only of course,but
    in the interest of ecologically sound waters for our planet,I guess
    this could be done now :-)
    
      The 0-3 mile limit includes U.S.lakes,rivers,bays,and sounds.Garbage
    cannot be dumped in the 0-12 mile limits.Garbage means all kinds of 
    food,cargo,maintenance wastes,ashes and domestic waste.Garbage does
    not include fresh fish or parts,dishwater or graywater,which means
    drainage from a dishwasher,shower,or basin,but not drainage from
    toilets,urinals,hospital and cargo spaces.
    
      Recreational boating facilities such as marinas and yacht clubs
    that provide dockage or other services for 10 or more boats must have
    adequate garbage facilities for any vessel that routinely calls.(Boats
    must be conducting business with the marina in order to qualify for the
    service;facilities would not be expected to provide such service to a
    vessel whose sole reason for docking was to offload its
    garbage).Vessels denied the ability to offload their garbage at a
    marina or terminal shoul report this to the CG.
    
      It isillegal for any vessel to dump plastic trash anywhere in an 
    ocean or the navigable waters of the United States.Plastic includes
    plastic bags,styrofoam cups and lids,six pack holders,bottles,caps,
    buckets,shoes,milk jugs,egg cartons,stirrers,straws,synthetic ropes,
    fishing lines and nets,and all "bio-or photo degradable" plastics.

    P.S. If it is illegal to throw a plastic bag overboard,does this mean
         when a druggie is being pursued and he throws the plastic wrapped 
         sh*t over the side,the CG can still fine them and jail them?
