| I recently read the same article Jim.
What I'm still unclear about is the LOCAL excise tax. I haven't
received a bill yet from my town. There IS a local excise tax on boats
isn't there?
What is the rate established? Some fixed amt./$1000. evaluation
? like an auto.?

If you don't recive your Local Exice Tax soon, you had better rush down
to your tax office and just write them a blank cheque. Remember, Its
your Civic duty to help out Gov. Dutaxus.
Don't worry about it. The harbor master will get you a bill real soon.
As far as 1% of recreational boats cost. I guess that your going to see
a lot more commercial fisherman out there. For only $50. clams a year
its a lot cheaper to buy a commercial lic than it is to pay a silly
tax.

You have to file the proper form with the town tax assessor before you'll
receive an excise tax bill. The form must be filed before August 1st (as I
recall) every year. If you fill late, penalties are added to the excise tax.
The actual tax bills are sent out late in the year. The tax is based on the
value and age of the boat and isn't all that much, actually. I don't know
what the legal/financial penalties are for not paying the tax. Our boat is
moored in Marblehead, and in Marblehead mooring permits will not be renewed
if the tax hasn't been paid. This is more than enough incentive for us to
pay, and pay promptly. The waiting list for a mooring is years long.

| For those with boats in NH, this note ties in with the not on the
proposed NH Reg. Bill. The Bill sets the rates for the town tax.
The system will be the same as our car reg. The state gets some,
the town get some. This applies to both salt and fresh water.
On commercial, each state is different, but I believe that some
states require a look at your 1040, if x% of it isn't money derived
from fishing, your pay the pleasure rate. The NH bill I've seen
didn't have this. I hear that it does now, I think its up to the
harbormaster.

| I heard that the Federal Luxury Tax on boats over $ 100? K has
been repealed. Does anybody know if it has been repealed or does
anyone have a update on this isssue?

| Yes it has been repealed I believe effective Jan 1 1993. Downeast
magazine reports several Maine boatbuilders (Hickley et al) holding
orders for delivery after that date contigent on the repeal going
through. Ya wouldn't of thought that 10% would make any difference
to people who buy boats in that price range, but that article claimed
at least in Maine the repeal has the immediate desired effect of
stimulating orders.

| I think its principal of the issue that drives it. A yacht is
expensive even for the wealthy and to add that 10 % government
garnish on it turns people off, and I can't say as I blame them
given the poor job the government has been doing.
