| I don't off hand know of any bank that cashes checks for people without
accounts. I never knew the DCU would, in the past, do so either though.
I'm surprised that the NCUA says we can't. After all doesn't the company
that writes the checks, Digital, have an account with us?

| In my experience, banks would cash a check for you if:
1) You had an account with the bank
or
2) The check was drawn on that bank

Perhaps there is something in the NCUA by-laws that govern CUs that
prevents them from serving non-members.

If I had to venture a guess, I'd say the restriction is to
prevent CU's from serving non-members, thus preserving the fine
regulatory distinction between a CU and a "normal" bank.
(The fact that no bank would willingly offer this service is
another issue...)

Digital's payroll accounts are not with DCU to my knowledge.

You hit it right on the head.

| The rule also promotes CU membership, something that the NCUA probably
likes! :-)

| Is this being used also as an excuse to refuse two-payee ("and")
checks, for deposit, in which one of the "and' parties is not a member?
