I thought there was a decision made to live with the 2 month delay and
that anything that needed faster dissemination to the membership would
be published in here and at the branches in a more timely manner.

English - I agree with you. Unfortunately, I was absent for 2 weeks before
and including the meeting that reviewed the minutes so I can plead "absent"
(tho there's no guarantee I would have caught it :)
Comm Proposal
2 paragraphs after the paragraph in question, Tom McEachin proposed a
"board memo". Unfortunately, there is an almost 2-month delay built into
the minutes process but a board memo should come out faster.
A board memo is being drafted as we speak that will let you know a lot more
about the legal status and other things. I hope to post it next week.
