2.0. "SAILING use and policies" by MSCSSE::BERENS (the Moderator) Tue Dec 26 1989 09:01

This note briefly describes the SAILING notes conference and the rules
and policies all participants are expected to follow. These rules and
policies are intended to make SAILING informative, enjoyable, and easy
to use for everyone while minimizing the time required to moderate
SAILING. It is assumed that everyone participating in the SAILING notes
conference has read this note and the other notes that this note refers
to. This note may be revised from time to time.

HOW TO USE NOTES IN GENERAL

If you have any questions about how to use NOTES, type HELP. The NOTES
help files should answer any usage questions. If you have any problems
specific to SAILING, please send mail to the moderator.

WRITING NOTES AND REPLIES

Please, oh please, use upper and lower case letters. Upper/lower case
text is much, much easier to read.

WRITING NEW BASE NOTES

Anyone writing a base note is expected to add one or more keywords to
his or her note. Type SHOW KEYWORDS to see the current list of keywords.
This list is also in Note 3.1. Choose the one or two most appropriate.
Keywords are added to a note by the command ADD KEYWORD keyword note_number.
The use of keywords will make it easier for everyone to find information.
If you don't add a keyword, you may be asked to do so by the moderator.

Before writing a new base note, please be sure that there isn't an old
note concerning the same topic. If there is a previous note, continue
the discussion there. If you don't, you may find your note moved by the
moderator (if he is feeling mellow) or write-locked (if he isn't). See
Note 3 for directories_by_keyword.

Not infrequently, the discussion in the replies to a base note digresses
from the subject of the base note. In these cases, it would be
appropriate to add additional keywords to the base note (since the
directories_by_keyword only include base notes). To make life easier for
the moderator, this should be the responsibility of whomever begins the
digression.

NOTE TITLES

Please keep note titles short and informative. The moderator reserves
the right to change titles.

FINDING NOTES

The replies to Note 3 are directories of SAILING by keyword. Note 3.1
lists the keywords. If you are looking for information about a
particular topic, type DIR 3.*. This will list all of the replies to
Note 3. The title of each reply is the directory keyword. The command
SHOW KEYWORDS/FULL will list the keywords and the notes (by note number
only) that have that keyword.

Of course, all of the usual NOTES directory commands are also available.

FOR SALE

Note 4 is to be used for all FOR SALE advertisements. Please read
Note 4.0 before entering a FOR SALE advertisement or replying to one.

CREW AVAILABLE

Note 5 is to be used for all CREW AVAILABLE notices. Please read Note 5.0
before entering a notice or replying to one.

SUGGESTIONS and COMPLAINTS

Please use Note 6 for any discussion of SAILING and its management.

WHO'S WHO

Note 7 is for introducing yourself and your boat to the other readers of
SAILING.

TRAINING COURSES

Note 8 is used for listing training courses available from the Coast
Guard Auxiliary, the USPS, etc.

WANTED NOTES

New bases notes may be written for WANTED notes since they often
generate many replies. Add the keyword CREW_WANTED or WANTED as
appropriate. WANTED notes more than a year old may be deleted by the
moderator.

WARNING

Please remember that anything said in SAILING can be read be any Digital
employee. Any note which violates company policy (as decided by the
moderator) will be set hidden or deleted without prior notice. Other
action will be taken as necessary and appropriate. If any reader feels
that a note violates company policy, he or she should contact the
moderator immediately.

solution.
2.2do not delete base notesMSCSSE::BERENSAlan BerensMon Jan 15 1990 12:446
To the authors of base notes: Please do not delete your base note once
there are replies. Without the base note, the context of the discussion is
often lost. If you really want the base note deleted, please contact the
moderator first.

2.3no anonymous entries allowedMSCSSE::BERENSAlan BerensMon Jan 15 1990 13:457
From time to time notes and replies are written in SAILING from accounts
that do not belong to an individual (eg, ROYAL::TIME_ADMIN). When these
notes are not signed (as they often are), they are essentially anonymous.
Any future anonymous entries (ie, those that do not include the author's
full name and telephone number or node::user_name) will be deleted.

2.4Base notes without keywordsMSCSSE::BERENSAlan BerensSun Mar 25 1990 18:1918
It is the policy of SAILING that the author of a base note is
responsible for adding the appropriate keyword(s) to his or her note.
Please see Notes 2.0 and 6.9.

If a base note is entered without one or more keywords, the moderator
will set the note NOWRITE, ie, no further replies will be allowed.

The author of the base note will be asked to add at least one keyword
to his or her note and to reenable replies. Note 2.0 explains how to
add keywords. Note 3.1 lists the available keywords. Once at least one
keyword is added to the note, the command SET NOTE note_number/WRITE
will reenable replies to the note. If at least one keyword is not
added within 30 days, the note may be deleted.

2.5keywords -- againMSCSSE::BERENSAlan BerensMon Apr 02 1990 18:3614
re 2.0 and keywords:

In Note 2.0 I suggest that if a reply to a note begins a digression from
the topic of the base note, the author of the reply add the appropriate
additional keyword(s) to the note.

What I neglected to mention is that the new keyword(s) should be added
to the BASE note (nnnn.0), not the reply. This is because the directory_
by_keyword procedures only look at and catalog base notes. If the
keyword is added to the reply, it will only be useful if a command like
DIR 1.*-9999.*/KEY=ENGINES is used. And commands like this are sloooow.

2.6employee use onlyMSCSSE::BERENSAlan BerensTue May 22 1990 18:3510
Digital's computers and computer networks are Digital's property and are
for use by Digital employees only. From time to time, FOR SALE or other
ads are entered in SAILING on the behalf of individuals not employed by
Digital. After reviewing the Digital Personnel Policies and Procedures
manual and the policies in other Notes Conferences, I have concluded
that such FOR SALE and other notes are in violation of Digital company
policy and should not be posted in SAILING. Any such notes will be
deleted.

2.7corporate policy noticeMSCSSE::BERENSAlan BerensTue Oct 23 1990 09:5856
Any entries in SAILING that violate the policy discussed in the
following memo from corporate personnel will be deleted without prior
notice to the author.

                      **DIGITAL INTERNAL USE ONLY **

    ----------------------------------------------------------------------
Message from Ron Glover Corporate Personnel OCT 1990
    ----------------------------------------------------------------------

Over the last several months Digital has been contacted by a number
of individuals and business entities that were angry about negative
comments made about them in our Notesfiles and Conferences. As the
Personnel Policy Manager for Digital I have been the recipient of
many of those notes. I thought I should take the time to post this
note to inform employees that it is not appropriate for them to make
negative comments or references about any person or business entity
in any of Digital's employee interest notesfile or conferences.

There are several reasons why we are establishing this rule. The
first has to do with fundamental fairness. It is simply not fair for
an employee to make a negative comment about a business when we
don't provide those businesses an opportunity to respond and defend
themselves. This is particularly true given the fact that we have no
way of determining whether the comment is honest, fair or accurate.
Clearly Digital has no intention, or desire, to open up its
notesfiles to third-party businesses so that they can engage in a
debate about whether they provide quality services. The only logical
solution then is to ask our employees to refrain from using the
Notesfiles to air grievances they have with individuals, vendors, or
    organizations.

In addition to our concerns about fairness, we are concerned about
the potential damage that these kinds of comments may cause to
third-party businesses. In that regard, employees should understand
that they may be personally liable if the statements they make cause
harm to any person or business. Moreover, there is some possibility
Digital may be held liable for such comments as well. Stated more
simply, comments made in a Notesfile or conference are in no way
privileged or immune from claims of liable, slander or defamation.

We are asking all of the users of Notesfiles to exercise discretion
and judgement in the comments that they make in the system. We are
also asking moderators to go back and review the notesfiles they
moderate and to remove any notes that include derogatory references
    to third-party businesses.

Please feel free to contact your moderator if you have any questions
    on this subject.

That memo IS NOT POLICY. You will not find it anywhere in policies and
procedures. It is the opinion of 1 manager in personnel. This has been
discussed extensively in the MODERATORS conference and an official
clarification from personnel was posted there.

2.9discussion guidelinesMSCSSE::BERENSAlan BerensThu Nov 01 1990 12:4748
It does indeed appear that the memo in Note 2.7 is not official company
policy. However, the memo indicates that upper management is concerned
about what is, in general, written in Notes conferences. I think that
the guidelines suggested by Bob Bailey (see below) are good ones and
should be followed in this conference. Within these guidelines I think
we can still discuss our positive and negative experiences with boats,
equipment, and sailing as freely as we have in the past.

--------------------------------------------------------------------------------
As a co-moderator in two other Notes conferences, I have had recent
discussion with my fellow moderators in both concerning the Ron Glover
memo. We have come up with the following guidelines. Take them for
what they're worth ... I am not a moderator in this conference, and as
far as I'm concerned, Alan has the right to set his own guidelines.

    1. It is permissible to discuss events which occur between noters and
third party vendors, both positive and negative, as long as the
discussion sticks to facts and events.

    2. It is not permissible to make negative judgemental statements about
a person's character, based on events.

    3. It is not permissible to suggest that conference readers should not
use a particular vendor because you had a negative experience with
        them.

    4. It is not permissible to place negative interpretations on the
actions of third party vendors, or the outcome of your business
        transactions with them.

In simple terms ... stick to the facts and refrain from interpretations
and judgements and you're OK. And don't make statements like "you
should never buy "this-n-such" or "I'd recommend you stay away from
    Moe's Marine Outlet".

As has been mentioned in Note 2.8, Ron Glover's memo is NOT company
policy ... but it does make good sense if we want to keep our Notes
    files active and healthy.

2.10TCP/IP support?FLASK2::rasmodem5.reo.dec.com::MCMICHAELA Cunning Plan...Mon Mar 10 1997 04:579
I'm not sure if this is the best place for this note so please feel free to
move it...

Are there any plans to run the Notes server over TCP/IP on UNIFIX? There
are only two conferences which I regularly read that I can't access without
a pass-through server and this is one of them.
