| From time to time notes and replies are written in SAILING from accounts
that do not belong to an individual (eg, ROYAL::TIME_ADMIN). When these
notes are not signed (as they often are), they are essentially anonymous.
Any future anonymous entries (ie, those that do not include the author's
full name and telephone number or node::user_name) will be deleted.

| It is the policy of SAILING that the author of a base note is
responsible for adding the appropriate keyword(s) to his or her note.
Please see Notes 2.0 and 6.9.
If a base note is entered without one or more keywords, the moderator
will set the note NOWRITE, ie, no further replies will be allowed.
The author of the base note will be asked to add at least one keyword
to his or her note and to reenable replies. Note 2.0 explains how to
add keywords. Note 3.1 lists the available keywords. Once at least one
keyword is added to the note, the command SET NOTE note_number/WRITE
will reenable replies to the note. If at least one keyword is not
added within 30 days, the note may be deleted.

In Note 2.0 I suggest that if a reply to a note begins a digression from
the topic of the base note, the author of the reply add the appropriate
additional keyword(s) to the note.
What I neglected to mention is that the new keyword(s) should be added
to the BASE note (nnnn.0), not the reply. This is because the directory_
by_keyword procedures only look at and catalog base notes. If the
keyword is added to the reply, it will only be useful if a command like
DIR 1.*-9999.*/KEY=ENGINES is used. And commands like this are sloooow.

| Digital's computers and computer networks are Digital's property and are
for use by Digital employees only. From time to time, FOR SALE or other
ads are entered in SAILING on the behalf of individuals not employed by
Digital. After reviewing the Digital Personnel Policies and Procedures
manual and the policies in other Notes Conferences, I have concluded
that such FOR SALE and other notes are in violation of Digital company
policy and should not be posted in SAILING. Any such notes will be
deleted.

Over the last several months Digital has been contacted by a number
of individuals and business entities that were angry about negative
comments made about them in our Notesfiles and Conferences. As the
Personnel Policy Manager for Digital I have been the recipient of
many of those notes. I thought I should take the time to post this
note to inform employees that it is not appropriate for them to make
negative comments or references about any person or business entity
in any of Digital's employee interest notesfile or conferences.
There are several reasons why we are establishing this rule. The
first has to do with fundamental fairness. It is simply not fair for
an employee to make a negative comment about a business when we
don't provide those businesses an opportunity to respond and defend
themselves. This is particularly true given the fact that we have no
way of determining whether the comment is honest, fair or accurate.
Clearly Digital has no intention, or desire, to open up its
notesfiles to third-party businesses so that they can engage in a
debate about whether they provide quality services. The only logical
solution then is to ask our employees to refrain from using the
Notesfiles to air grievances they have with individuals, vendors, or
organizations.
In addition to our concerns about fairness, we are concerned about
the potential damage that these kinds of comments may cause to
third-party businesses. In that regard, employees should understand
that they may be personally liable if the statements they make cause
harm to any person or business. Moreover, there is some possibility
Digital may be held liable for such comments as well. Stated more
simply, comments made in a Notesfile or conference are in no way
privileged or immune from claims of liable, slander or defamation.
We are asking all of the users of Notesfiles to exercise discretion
and judgement in the comments that they make in the system. We are
also asking moderators to go back and review the notesfiles they
moderate and to remove any notes that include derogatory references
to third-party businesses.

on this subject.

| That memo IS NOT POLICY. You will not find it anywhere in policies and
procedures. It is the opinion of 1 manager in personnel. This has been
discussed extensively in the MODERATORS conference and an official
clarification from personnel was posted there.

| It does indeed appear that the memo in Note 2.7 is not official company
policy. However, the memo indicates that upper management is concerned
about what is, in general, written in Notes conferences. I think that
the guidelines suggested by Bob Bailey (see below) are good ones and
should be followed in this conference. Within these guidelines I think
we can still discuss our positive and negative experiences with boats,
equipment, and sailing as freely as we have in the past.

As a co-moderator in two other Notes conferences, I have had recent
discussion with my fellow moderators in both concerning the Ron Glover
memo. We have come up with the following guidelines. Take them for
what they're worth ... I am not a moderator in this conference, and as
far as I'm concerned, Alan has the right to set his own guidelines.
1. It is permissible to discuss events which occur between noters and
third party vendors, both positive and negative, as long as the
discussion sticks to facts and events.
2. It is not permissible to make negative judgemental statements about
a person's character, based on events.
3. It is not permissible to suggest that conference readers should not
use a particular vendor because you had a negative experience with
them.
4. It is not permissible to place negative interpretations on the
actions of third party vendors, or the outcome of your business
transactions with them.
In simple terms ... stick to the facts and refrain from interpretations
and judgements and you're OK. And don't make statements like "you
should never buy "this-n-such" or "I'd recommend you stay away from
Moe's Marine Outlet".
As has been mentioned in Note 2.8, Ron Glover's memo is NOT company
policy ... but it does make good sense if we want to keep our Notes
files active and healthy.

| I'm not sure if this is the best place for this note so please feel free to
move it...
Are there any plans to run the Notes server over TCP/IP on UNIFIX? There
are only two conferences which I regularly read that I can't access without
a pass-through server and this is one of them.
