| Louis Garneau makes a helmet that goes down to 17" head circumference.
We got one for our 5 month old and she seems to tolerate it. It comes with
a large selection of pads so you can keep using it as the child grows.
I recall the price to be $40.

| My boy LOVES his Bell Li'l Bell Shell. For a while there he was
wearing it to meals, to bed, etc. in addition to while riding.

Tony's Cyclery in Nasha is having a special on left over '95 bell
youth helmets. He is selling them for $10. These are normally $20-$30
Bell helmets. The color selection is somewhat limited, but they are
nice helmets for the price. I picked up two for my sons last week and
they really like them.
I think he has several of the L'il Bell Shell types left.

| My 2 1/2 year old son also wears a L'il Bell - fits well.
He's also the type that refuses to wear a hat. I got him to
accept the helmet by *always* wearing a helmet myself and always
making him wear his helmet. If you let your child ride just once
without a helmet, it makes it so much harder to enforce the rule
next time.
You can also play a game of letting the toddler catch dad or mom
"forgetting" to put on his/her helmet (before mounting the bike).
Turning the tables like that gives them a greater sense of control
over the situation.
