Blimey., I can't believe everyone's getting so stressed about this topic!  I 
thought that as topic 24 was rapidly turning into a discussion about reg 
plates, and not just a "Yesterday I saw *** ***", a new topic might be useful, 
so questions such as Royston's, regarding where a reg plate originated from, 
could be addressed.

Don't get me wrong, if the mods disagree, then delete it.  I really don't care; 
it's just that it leaves topic 24 free to talk about *cars* that have been seen 
recently...

    Thanks for takiing the initiative for setting up this topic. You are
    right as topic 24 should really be for posting things seen rather than
    asking questions or discussing them.
    
    I'd like other folks input here. My view on this conference that it
    is somewhere in middle of a place for reference (ie quotes etc) and
    'friendly' banter. Each mod will have a slightly different view on how
    far notes should rathole. I support Chris's actions and I would hope he
    would support mine.
    
    The only note that is 'policed' is the Quotes note as there have been
    several requests that it is kept just for quotes and nothing else.
    I don't think the seen in passing note needs moderating but what do
    you think. The _only_ reason things get moderated is to try and keep
    the conference tidy for you folks.

    Loosely in this connection, I rang the DVLC today to ask about the
    procedure involved in tranferring a registration from one vehicle to
    another, a process which costs �80.  I was told that there was no
    problem in principle with what I had in mind, *but* the donor vehicle
    has to be currently licensed (i.e. taxed), or at the very least needs
    to have been without road tax for no more than six months.  For a donor
    vehicle which is still registered with the DVLC and has not been
    scrapped, but which has no current tax, MOT or insurance (and hasn't
    had in over a year), this implies something of a financial nightmare
    (they give the donor vehicle a different, non-tranferrable, age-related
    registration number).  To get the vehicle taxed it must be both MOT'ed
    and insured; this will necessarily cost hundreds of pounds, in addition
    to the �80 DVLC transfer charge!  I was considering the purchase of
    such a vehicle, from which I would have taken the registration and then
    sold whole or scrapped.
    
    I had thought it was pretty common procedure to transfer the
    registration from an old scrapper to a newer car; some of these donor
    vehicles can't have seen an MOT in years ...?!  I got the same story
    from the head office in Swansea and the local office in Reading, but I
    still find it hard to believe that I would have to have the donor
    vehicle taxed, tested _and_ insured just to tranfer the reg no.  :-(
    
    Does anyone have any experience which might suggest a way around all
    this expense, which for my limited purposes is absolutely prohibitive?
    Anyone know how/whether the proposed changes in vehicle licesing
    legislation would affect this scenario in future?  (I believe they are
    going to introduce continuous licensing for all vehicles, in use or
    not.)

    The reason for all that goes back about 20 years. There was, at the
    time, a huge boom in the sale of reg nos., and of course, criminals are
    attracted by money. There were a couple of spectacular frauds; for
    instance, it was discovered that dunking the old style log book in
    brake fluid removed the reg no. and other details, which at the time,
    were written in fountain pen. These could then be re-written by hand.
    Providing the plate had been issued at some time, away they went with a
    free, valuable plate. Criminals went to scrap yards and noted down the
    numbers on scrapped cars, then created log books to go with them.
    Remember, this was in the days before centralised computer records.
    
    Anyway, these "petty" rules, and the obsession with the chassis numbers
    on both vehicles, are a direct result of all of that.
    
    Sorry to tell you, but the rules you've been quoted are correct.

We went through all that a couple of years ago.  In fact, the DVLA said that 
the old car (the number was being transferred from a 1988 205 to a 1992 205) 
would have to be taken to some centre down in West Wales (Haverfordwest, I 
think), so that they could check the existence of the donor vehicle.  This 
procedure took 2 weeks, which meant that my father was without a car for a 
fortnight.  It's damn inconvenient, but if it slows the crims down, then it's a 
necessary evil, I guess.  In our case, it was very annoying, because 
Haverfordwest, Llanelli (where the car was bought, new) and Swansea (where the 
DVLA is) are pretty close together.  In fact, Llanelli is virtually part of 
Swansea, and Haverfordwest shares Swansea's postcode.  However, it took them 2 
weeks to transport the motor to H.west and back.

ho-hum.  That's life, eh.

    Thanks for the information.  Oh well, I should have known better than
    to suppose that anything involving officialdom was going to be
    straightforward  ;-)
    
    One might have thought that it would be sufficient to check the details
    of the donor car on computer, and then verify the details on compulsory
    inspection; eighty quid ought to cover that much.  Instead, it seems
    from what I was told yesterday that physical inspections of the donor
    vehicle are carried out on an occasional, random basis.  Hence the need
    for a current, or recently expired, license disc, I guess - to confirm
    the legitimacy of the vehicle's identity in the absence of automatic
    inspection..?  It's kind of annoying, really.
    
    What happens to a registration number when the vehicle is officially
    scrapped?  Can the DVLA re-sell the number, either directly or through
    private dealers, is it made available at auction ... or how does it
    work?  I'm disappointed, but still curious ...  :-)

    I believe if a car gets scrapped then the licence becomes null & void -
    ie. you can't transfer it (presumably for the same reason as Laurie

Even if your the best of drivers you will p**s off somebody at some time - and
if they can easily recognise your car at a later date you may be in trouble. It
may be six months later and you've left your car for a short while in the Tesco
car park, you come back to find a shopping cart has made its mark on the side of
your car. Guess what it may be the person you cut in front of 6 months ago who
has had your registration plate etched in his mind and waiting for the
opportunity.

    Today's Independent has a story about the original "A1" number plate
    being offered for sale.  It's owned by "the industrial giant BTR", any
    ideas who they are and what they do?!!!
    
    Issued in 1903 it has a price tag of at least 250,000 pounds.

    They are rare, but I've seen a few on the road (including a couple
    here in Germany - In Garmisch, which has a large Rover population.
    Perhaps the Rover dealer there is exceptionally good?).
    
    Still, it was (is?) an expensive car with little to distinguish it from
    the 4 four door from a distance, so it's hardly suprising it didn't
    sell well (Of course, BMW manage to sell their 'Coup�', so maybe that's
    not the reason it didn't sell.)

        dead against being 'numbered like common criminals'.  In any
        case, I'm sure I remember reading once that AA 1 was the first

        I haven't been able to track down where I read this. However,
        "Where's It From, When Was It Issued" lists the AA sequence as
        starting in December 1903, whereas A didn't start until a
        month later, Jan 1904.

        On the other hand, my 1972 copy of "The Guiness Book of Records" 
        refers to the 'original' A1 plate being secured by the 2nd
        Lord Russell for his 12h.p Panhard. It was sold by Auction for
        charity in 1959 and fetched �2,500.

        One of them is wrong.

    In case anyone is interested...Max Bygraves owns number plate MB1 and
    Mercedes Benz have offered him a lot of money for to part with it,
    which he hasn't. Along the same lines, Aston Martin own the plate AMV8,
    which I have seen on a number of their cars.

        On the subject of A1, in 1903 there were over 200 issuing
        authorities each with their own single or double letter mark,
        so it doesn't make sense to claim that any one registration 
        is the original.

    A friend of mine used to have a number plate which lived up to his
    car..A XXX POO..on a rusty, incredibly unreliable, Scirocco (or however
    it's spelt). 'POO' must be as about as obscene as the 3 letter codes
    get!

I see plenty of `POO's around here, as OO is the Stortford registration
area code.  It was quite amusing seeing a load of cars lined up at the
(now deceased) Renault garage with POO numberplates stuck on them!

    My '76 RAC handbook shows all the X? numbers as as "spare marks". Your
    registration must pre-date 1976 - so it was not "spare" then...

    Yes, definitely pre-76. It was a frogeye sprite from the early 60s.
    Perhaps the Xs were for Middlesex, that's the only thing I can think

	From my ever handy copy of Noel Woodall's "Where's It From, Where 
	Was It Issued":
	XT was a London mark. XXT was issued Sept 1959.

	There is a Web site for registrations less than 20 years old:

	This lists all Xx marks, apart from XP, as "discontinued in the early 
        60's. They are now officially described as 'spare' marks."  XP is
	allocated to tax-free exports.
