In response to several incidents, Ron Glover, Corporate Personnel
Policy Manager) has issued the following memo.
--------------------------------------------------------------------
Over the last several months Digital has been contacted by a number of
individuals and business entities that were angry about negative
comments made about them in our Notesfiles and Conferences. As the
Personnel Policy Manager for Digital I have been the recipient of many
of those notes. I thought I should take the time to post this note to
inform employees that it is not appropriate for them to make negative
comments or references about any person or business entity in any of
Digital's employee interest notesfile or conferences.
There are several reasons why we are establishing this rule.
The first has to do with fundamental fairness. It is simply not fair
for an employee to make a negative comment about a business when we
don't provide those businesses an opportunity to respond and defend
themselves. This is particularly true given the fact that we have no
way of determining whether the comment is honest, fair or accurate.
Clearly Digital has no intention, or desire, to open up its notesfiles
to third-party businesses so that they can engage in a debate about
whether they provide quality services. The only logical solution then
is to ask our employees to refrain from using the Notesfiles to air
grievances they have with individuals, vendors, or organizations.
In addition to out concerns about fairness, we are concerned about the
potential damage that these kinds of comments may cause to third-party
businesses. In that regard, employees should understand that they may
be personally liable if the statements they make cause harm to any
person or business. Moreover, there is some possibility Digital may be
held liable for such comments as well. Stated more simply, comments
made in a Notesfile or conference are in no way privileged or immune
from claims of liable, slander or defamation.
We are asking all of the users of Notesfiles to exercise discretion and
judgement in the comments that they make in the system. We are also
asking moderators to go back and review the notesfiles they
moderate and to remove any notes that include derogatory references to
third-party businesses.
Please feel free to contact your moderator if you have any questions
on this subject.

New Conference on Notes Issues
All noters -- readers, writers, and moderators -- are invited to
participate in a new conference to discuss issues about or involving
Notes. As we explore the communication medium of Notes, we discover
new problems to deal with. One problem is disputes between noters and
moderators. Complaints about diverse conferences have reached
Corporate Personnel. Ron Glover suggests that noters work to find
something the community accepts as good standards for resolving
disputes. Discussion about this should involve all members of the
community, not just moderators or writers. I would like to create a
process for resolving disputes which is generally accepted by
moderators and noters. So if you can help or are interested, I ask you
to join us.
Add the new conference to your notebook with the command:

o The /NOTE_ID qualifier on the SET NOTE command can be used by
the note's author or a moderator to move a note, or a
sequential series of notes, to a more appropriate location in
the conference.
For conferences created prior to VAX Notes V2.0, you get the
error "Operation not supported in this conference" if you use
this qualifier. It is not necessary to recreate the
conference to solve the problem, however. Assuming you are
in the directory containing the conference and have a
privileged account, you can follow these steps:
1. Type this command:
$ ANALYZE/RMS/FDL/OUTPUT=CONF.FDL CONF.NOTE
substituting the conference file name for CONF.
2. Edit the resulting FDL file (CONF.FDL in the example)
using any text editor. Find "key 1" in that file, and
then find "changes" under key 1 and "no" after "changes."
Change "no" to "yes" in the file. Then exit from
the editor.
3. Type this command:
$ CONVERT/FDL=CONF.FDL CONF.NOTE *
again substituting the conference file name for CONF.
As a result, you will now have a new version of the
conference with the proper characteristics. The SET
NOTE/NOTE_ID command will work. The FDL file and the
previous version of the conference may be deleted.

A MESSAGE TO EMPLOYEE INTEREST NOTES FILE USERS
Over the last few months I have received a number of complaints
from employees, and individuals outside of the company about
material communicated in electronic mail systems and posted in
various employee interest notes files. After reading some of this
material it is clear that a reminder about appropriate comment and
behavior in these systems is necessary.
First, and most critically; the electronic mail systems and notes
files are company facilities subject to normal workplace rules of
conduct. As such, the same rules that govern conduct and comment
in any other Digital workplace apply with equal weight in these
systems. Stated simply, if you wouldn't say something in a
Digital business meeting, you shouldn't say it in electronic mail
or notes. PERIOD.
Statements that attribute improper, illegal or immoral motives or
actions to others; statements that cast aspersions on the
character or integrity of others or that amount to libel or
slander are not permitted. PERIOD. In this regard, it does not
matter whether the individuals subject to the comment are elected
public officials or directors of organizations disfavored by the
author. There is no "Public Figure" exception in these systems.
Comments of a sexual nature are not acceptable whether they are
about the author or directed at others. Similarly, comments that
degrade, devalue or discriminate against others are also
prohibited.
Neither the notes conferences nor electronic mail should be used
to solicit other employees. This prohibition covers efforts to
solicit employees for personal or political gain, to sell or
market goods or services (except authorized marketplace or
discount conferences) and efforts to solicit employees to take
action, sign petitions or support particular causes or candidates.
Finally, employees should remember that it is never appropriate to
spend working time in employee interest notes for non-work
purposes. Personal or entertainment activities in these notes
files should be limited to assigned break times, lunch time and
before or after business hours.
Employee interest notes files and conferences provide an
electronic forum to share ideas and opinions about matters of
common interest. In supporting these conferences, the company
understood that there would be occasions where employees would
disagree on issues being discussed, but we believed and continue
to believe it is possible to disagree without being disagreeable.
Personnel Policy 6.54, Proper Use of Digital Computers, Systems
and Networks provides further information about appropriate
conduct and comment in these systems. Employees who fail to meet
these expectations, or who use company computer systems in ways
that are contrary to the letter or spirit of that policy are
subject to Corrective Action and Discipline up to and including
the termination of their employment.
The moderators of these conferences, along with your system
managers, personnel representatives and the Personnel Policy
Manager are all available to answer any question you might have
about appropriate use of these systems.
Please feel free to forward this memo to other Digital notes
files and conferences.

to mind).
Unless any of the other mods think otherwise, none of the existing
notes will be set hidden or deleted.
All I would suggest is please use smilies :-) if your comment is in
jest because as it is not always clear to everyone that it is
mean't lightheartedly and can cause
misunderstandings. Also please read notes carefully before jumping down
peoples throats.
Also (and I am as guilty as everyone else) please qualify your source
when replying with a statement of fact as this again can cause
misunderstanding.

This conference has moved; and whilst moving I took the opportunity to
split the conference. This is the 'LIVE' conference, containing all
notes since 1 January 1990 (this incidently takes up 89,778 blocks).
I've created TIMMII::CARS_UK_ARCHIVE which contains all notes up to
6-jan-1990. this is for reference only and is thus READ-ONLY (this
incidently takes up 35,121 blocks)

| My apologies for an interruption in service in the last hour or so... I
did an autogen, and somehow an alloclass=0 slipped into the bottom of my
modparams.dat. The result was I lost shadowing, and then couldn't recover
as the second cluster member had different details of the disk identities.
Coming back together now!
P.S. in case you didn't know it, the cluster is made up of 2 MicroVAX
3100's, TIMMII:: and TIMMEE::

| I have both the Motif viewer and a DECterm-based window jobbie. I
prefer to use the simple text-based notes viewer rather than the
GUI-type one. Once you know all the commands and keypad, it's a lot
quicker and easier to use (I think).

| Here's a suggestion I'll throw in, to see what others think.
I'm interested in motor-racing and read this conference as its
become the conference with most F1 discussion and a little Indy
Car notes exchange too. However, I'm not personally interested in
the majority of the other UK Car topics and 'Next Unseen' through
them all.
There's already a motor-racing conference, OASS::RACERS, but it
seems to have less use lately. How about using RACERS or creating
an F1 conference, to save folks like me some time ? I thought
between seasons was a good time to bring this up :-}

| It would be nice to consolidate all the racing topics into one conf, but
the majority of information about the F1 circus comes from our friends in
the UK and Europe. Forcing them to connect to the US to talk about it
might cut back some of that flow.
I don't mind connecting to CARS_UK to get the F1 info even though OASS is
right down the hall. It might be worth looking into mirroring the F1
topics over to OASS on a daily basis, but then you'd have to go to
CARS_UK to post something.

| Hi Dave,
I wouldn't want to stem the flow of F1 noters by forcing them to
connect to a US system. How about an F1 conference based in the UK ?
I thought I'd throw the idea in and see the reaction, in case there were
hundreds of other readers in the same position as me. Apparently not,
unless they automatically 'Next Unseen' through this note in the search
for the F1 notes and missed it!

| Please can you change the misleading title to note 722.
I feel the current one implies to new noters that it's a discussion
on the difference between a Nissan Stanza and a Nissan 300zx. If you
read the first note and second note you'll see it was a small err on
behalf of the original noter.
I know it's not as common a vehicle as others in the conference, which
have topics that get more scrutiny and cleaned up more speedily.

a valid comment, it is rather out of date, which has been a constant source of
irritation to me, amongst others no doubt. I'll hassle IS to sort it out (I
had my not strictly legal system privs removed ages ago)

the situation but in the meantime can you be _very_ careful
to avoid any negative comments about departments within Digital,
Digital suppliers and other external organisations. This specifically
includes references to Car Fleet, Lease Plan, Hertz, PHH and Garage
Dealerships.
This note is prompted because yet again we have had to delete a

Feel free to discuss all aspects of motoring. Although the conference is
UK-based we welcome noters world wide to contribute here.
This is an informal discussion-based forum but it also contains a lot of
useful info that can be used as reference. For this reason we (the mods)
ask that you search for and reply to an existing topic on your subject
rather than just creating a new note on a subject which probably already
exists.
Discussion and info about the Digital car scheme is in topic 2288, whilst
topic 2290 is reserved specifically for quotes only. Discussion of any
of the quotes posted should be done in topic 2288 with a pointer to show which
reply is being discussed.
Garage and supplier info can be discussed and recommendations made.
However, in line with Corporate PP&P, it is very important that no
derogatory comments are made regarding any specific individuals, companies
or organisations. If you wish to post a warning about bad experience about
service or work done, please make this a factual statement along the lines
of "I would not use or recommend <so & so> as I was not happy with work
that they carried out for the following reasons..."
On the other hand "<so & so> are a bunch of theiving wallies!" is unacceptable.
It must be understood that the moderators have no option but to delete any
notes that include any form of insults or accusations. We (the mods) are
held responsible for the information in this notesfile and reserve the
right to remove any potentially offending material.
