    	The county is West Glamorgan. To be specific Swansea.  :-)

    Congratulations, full marks.  I spoke to a friendly P.C, well as close
    as possible anyway, and he said the last 2 digits designate the area,
    i.e VW for Chelmsford, with the other digit Y designating the year of
    issue of the registration.

Unless the UK has changed recently, it is the letter 'J' that designates the
year of issue.

    A similar version to that system applied, until 1987 in the republic
    of Ireland.
    
    Each county registers a car when it is first bought new or brought
    second-hand into the state from elsewhere for the first time.
    
    The new system takes the form:-
    
    		XX  yy ZZZZ    or  XX  y  ZZZZZ
    			
    			where xx is the last two digits of the year of
    registration, yy is the county designator and ZZZZ is the number of 
    the vehicle registered, starting with 1 at 1st dat of business in the
    New year and increasing upwards as the year goes by.
    
    Instead of two letters in the county designator some large population
    centres have only one letter ( eg. D for Dublin) and a five digit
    number to allow for the bigger number of cars one would expect to find
    in a large population centre.
    
    The system allows people to tell at a glance the age of the car but it
    has led to a dramatic peaking of sales in the New Year after a
    corresponding fall at  the end of an old year as people are anxious to 
    obtain the prestige value of a new registration as early in the New
    year as possible.
    
    It also reveals the wannabee yuppies who purchase second-hand Mercs in
    order to appear "wealthy".......
    
    A comparison of other European systems would be nice here, if it
    doesn't fall too far outside the scope of this conference.
