| OK, as moderator I have deleted the bunch of notes that got generated here
today because of my fussy spell this morning. I publically apologise
if any noter feels offended that I picked on them for misplacing a note.
Meanwhile, my fussy spell still stands that we have rules here and clearly
point people to the Index, the Contractor area, and For Sale notes. Please
use them, one and all!
Those notes are there, with rules in the base note, for the purpose of
keeping this file clean and neat. We need everyones attention to this
process. Thank you...someone may kick my soapbox out from under me now....
Meanwhile, I would like to welcome a reader who has been with us for some
time now, Jerry Gortmaker from CXO, as our newest moderator. I am not
giving up my duties entirely in that area, but Jerry has volunteered to
assist with moderating and I would like to thank him for taking on this
duty. Jerry is also a moderator of another notesfile so he comes with some
experiance in the business!

It is probably close enough to the full moon to blame it on that, so
here goes.....
I have not seen more than 1-2 new notes (not replies) every few days
for the past month or so, all of a sudden...we have 5-6 new notes in one
day....not sure why it happened but I have taken the (moderators) liberty
to move them to existing conversations and notes. We have ALL decided that
old notes get seen just as often as new notes, and it keeps this file SO
MUCH neater to have only one discussion of a particular topic, rather than
4-5 separate notes. I am trying to get the index updated and will work from
a new copy of that to assign keywords as needed so you, the reader, can
find existing notes to read or ask questions. This file is getting too big
to do otherwise!
I also intend, if/when/as I have time, to combine old notes, retitle
notes to make sense, and otherwise try to improve the quality of
information within the notesfile.

terminal notesfile withdrawal, HOME_WORK is bakc after some absense.
To correct your unseen count, read everything new in here, or at the
prompt line, enter NOTES>SET SEEN/BEFORE=22-SEP-1992
That should correct your unseen count without problems.

OK folks, time to get serious for a few moments....We need a new
moderator, _NOW_.........if you get my drift. Next Monday is coming, and
barring unforseen circumstances, I am unlikely to be moderating this or any
other Digital notesfile soon thereafter.
So, it has been fun, I have enjoyed doing this for some time now,
although I have not had the time to put into this that some previous
moderators had. They left a legacy of timely and consistant moderation that
was diffucult for me to match. Don't take that as a roadblock to moderating
this file, take it as a challenge to continue an excellent notesfile.
Write and let me know if you will take the job, I will set you up as a
moderator and send you the several memo's that Paul Weiss wrote to inform
people that they had done something incorrectly.

| Well, I finally had to do it. As you have probably noticed, I don't really
follow this file any more. In fact, most of you who have come in recent years
probably don't even know who I am. "Who is this guy, anyway?"
I used to be the most active moderator of this file for a number of years, but
I just moved on to other things. What finally alerted me to the fact that it
was probably time to renounce my moderatorship here was the fact that my UNSEEN
count just exceeded 20,000. My next-unseen map starts with notes in Feb-92.
So, officially, so long, as moderator anyway. I'll still keep this in my
notebook for looking things up as I need them.

| I also volunteered to help moderate the conference. I guess between Ray and
myself we'll try to start getting things organized again. Since we're starting
to cleanup notes and keywords, if anyone has any suggestions on how the

POLICIES AND PROCEDURES Effective 10-AUG-87
Proper Use of Digital Computers, Systems and
Networks
Policy
Digital owns and operates computers, systems and networks in
support of Company business activities. Systems should be used
to enhance the cost effectiveness and efficient running of the
business, to assist employees in being more effective in
executing their duties and responsibilities, to foster
appropriate open and efficient communications and to perpetuate
the use of computers in day-to-day activities. The efficient
operation of these vital resources is critical to the success
of the business. Therefore, it is the responsibility of all
employees to ensure that these resources are being used
properly.
Definition
For purposes of this policy, improper use includes, but is not
limited to, the use of Digital owned and/or operated computer
systems and networks for the purpose of gaining unauthorized
access to internal or external computer systems or accounts,
for personal purposes that are contrary to Company philosophy
or policy, for purposes that interfere with the Company's
business activities, or for purposes of individual financial
gain. Examples of misuse could be transmitting offensive,
harassing and/or devaluing statements, developing and
transmitting inappropriate graphics, transmitting sexual or
ethnic slurs or jokes, soliciting other employees, developing
chain letters, communicating matters of private conviction or
philosophy, permitting unauthorized access, etc.
Responsibilities
Information Systems Managers - Information Systems Managers
must ensure that computers, systems and networks that they
manage are clearly operating in support of Company business
activities. This could be accomplished by reviewing equipment
usage and educating users, and/or issuing periodic systems
management advisories. Information Systems Managers must
immediately investigate and report any incident of misuse by an
employee to the employee's manager.
Managers - Managers should periodically remind employees about
the proper use of Company computer resources and with proper
consideration of employee privacy, monitor these resources to
insure that they are being used in accordance with this policy.
Additionally, in cases where there is suspicion of improper
use, managers should discuss the problem with the employee in
question and, if appropriate, involve Security. In cases where
improper use has been clearly established, the employee should
be dealt with in accordance with the Corrective
Employees - Employees are expected to use Company sponsored
computer resources in accordance with this policy and to
support Company business activities. In addition, employees
should report all potential misuse to the appropriate
Information Systems Manager and/or their supervisor.
Computers, Systems and Networks with Restricted Conferences
(VAX Notes)
Conferences (VAX Notes) with restricted access must be in
support of Company business. Conferences (VAX Notes) not in
support of Company business must be open to all employees.

Over the last several months Digital has been contacted by a number of
individuals and business entities that were angry about negative
comments made about them in our Notesfiles and Conferences. As the
Personnel Policy Manager for Digital I have been the recipient of many
of those notes. I thought I should take the time to post this note to
inform employees that it is not appropriate for them to make negative
comments or references about any person or business entity in any of
Digital's employee interest notesfile or conferences.
There are several reasons why we are establishing this rule.
The first has to do with fundamental fairness. It is simply not fair
for an employee to make a negative comment about a business when we
don't provide those businesses an opportunity to respond and defend
themselves. This is particularly true given the fact that we have no
way of determining whether the comment is honest, fair or accurate.
Clearly Digital has no intention, or desire, to open up its notesfiles
to third-party businesses so that they can engage in a debate about
whether they provide quality services. The only logical solution then
is to ask our employees to refrain from using the Notesfiles to air
grievances they have with individuals, vendors, or organizations.
In addition to out concerns about fairness, we are concerned about the
potential damage that these kinds of comments may cause to third-party
businesses. In that regard, employees should understand that they may
be personally liable if the statements they make cause harm to any
person or business. Moreover, there is some possibility Digital may be
held liable for such comments as well. Stated more simply, comments
made in a Notesfile or conference are in no way privileged or immune
from claims of liable, slander or defamation.
We are asking all of the users of Notesfiles to exercise discretion and
judgement in the comments that they make in the system. We are also
asking moderators to go back and review the notesfiles they
moderate and to remove any notes that include derogatory references to
third-party businesses.
