I am planning to go to Octoberfest this year (Finally!). Is there any
particular time that would be best to purchase airline tickets?

We lived in Munich for several years and experienced Oktoberfest
firsthand.
Everything is crowded at that time. If you expect to stay in
Munich it might be too late already. Don't delay getting
your airline tickets either.
Personally, we enjoyed the spring festival much more. When
we lived there (1971-1976) we skipped Oktoberfest and
went to the spring festival instead, since it was not nearly
as crowded.
Granted, things have probably changed a lot since then.
