Hey now,
I have a friend who is a technical writer and wants to move to
Massachusetts. She (so you can see there might be some
self-serving motive to this request :-) has some experience and
has just completed a Master's degree.
I've promised to do some investigating for her on what the job
and contracting situation might be. She has no illusions about
finding a full-time, regular employee hire at this time. She is
looking however, for a contract job to last a few months to help
her get settled in the area.
So my request is.... Can you help out with any information? Any
suggestions on people to talk to? How's the writing business at
DEC? Is there work? Do we have excess people? Are we farming
work out to contractors?

A rarity these days but I wanted to be sure that anyone in here that
might be interested knew:
Our group (Software Licensing Technology Group) in Littleton, MA
(LTN2), has 13 signed reqs. we are looking to fill ASAP. At least 6-8
of them are for software engineers at all different levels. At least 2
of them are for technical writers, and at least one of them is for a
product manager.
We are currently working on an advanced license manager which is
replacement technology for today's LMF. The new license manager will
work on multiple platforms, operate in a networked environment, offer
much greater flexibility in license style support, and a vastly
improved user interface to name a few... And as the existence of this
note proves, this technology is viewed as a key strategy in enabling
cost reductions throughout the company, and incremental software
revenue opportunities as a result of being able to support more
competitive business practices, and better value oriented pricing
models.

The Mid Atlantic Account Group is currently pursuing a major Systems
Integration opportunity within the Commonwealth of Pennsylvania for a
Child Support Enforcement System (PACSES) and your name was one of the

As a part of the proposal, which must be completed by November 23rd,

the cost of living is low, the traffic is nil, and the people are very
friendly - brief editorial note)
e. Relocation, Temporary Living, etc., will be offered for these positions
as appropriate.
f. Upon contract award you would immediately report to Larry Saltzman (the
PACSES Program Manager) and become a member of the PACSES team.

F. PACSES OVERVIEW
Pennsylvania Child Support Enforcement System (PACSES) represents a major
multi-million dollar systems integration opportunity for Digital. This
opportunity is unique because it involves all levels of the government including
federal, state and local. The PACSES RFP was released in September with
contract award anticipated during early 1993.
Child Support Enforcement (CSE) refers to the initiative of collection,
distribution and enforcement of monthly support obligations for children in
families where at least one parent is absent from the home. Often these
individuals cannot afford to support themselves, which can then lead to
dependence upon the welfare system and subsequently a burden on the state and
federal taxpayers. Child support enforcement is a federally funded program
aimed at recovering moneys from the absent parent that were allocated in support
of their estranged children while they were on welfare. In 1988, the federal
government mandated that each state institute a comprehensive uniform statewide
computer system to increase collections in support of the reduction of the
national welfare debt. Ninety percent of the funds to procure the system are
provided by the federal government leaving the remaining ten percent for
Pennsylvania to cover. There are many federal requirements that govern the
procurement and implementation of the program. Requirements specify that
implementation must be completed and in full compliance with federal pre-defined
standards prior to the deadline of October 1, 1995 or the state is subject to
substantial penalties.
Pennsylvania has chosen to segment the procurement into two phases: Phase I
involved retention of a Project Management Consultant (PMC) to write the RFP for
the implementation and management of the contractor for Phase II. Deloitte &
Touche was contracted in December, 1991 as the PMC. Phase II consists of the
applications development, conversion, roll-out, training and ongoing support of
the system across 67 counties in Pennsylvania. The contract will be a minimum
of 46 months with two optional one year extensions making it potentially a six
year contract.

CONTEXT SETTING
In support of the Customer-to-Customer Supply Chain initiative, the U.S.

move toward more and more service being done via electronic communication and
less and less via telephone. Many very technical folks are very slow typists.

I didn't mean to ridicule - it just struck me as funny. I know when I

more. Hell, I think I type more words than I talk these days..;-)

guess I can always fall back on my secretarial skills...;-)

will not be made in Japan at MKE. Smart move on Quantum's part but a bad deal

I'm a Mechanical Designer/Draftperson, I've been working for the past 1.5 yrs
doing tooling fixture design for the manufacturing of diskdrive, this also

just completed training in PRO-E (V15) so I'm very jazzed to starting using
