You can find a list of the parameters in STARLET.REQ, or for a full
description of all the DECdtm services look in:
avolub::disk$public:[decdtm.specs]DECDTM_FUNC_SPECV12.PS
There's even a tutorial in the same place to show you how DECdtm works.
Note, however, that these are for Internal Use Only. The services are not
documented to customers.

Well, that would be one solution. I suspect there are better ones... :-)
Equally, if there is pressure from customers or people like Oracle Rdb to
document these services, this is information that should be brought to the
attention of senior VMS management
