On a customer machine running OpenVMS Alpa V7.1, 

DECnet Plus version V7.1, UCX V4.1 ECO level 3 our call to add branch is 
failing with 

%SYSTEM-F-SSFAIL, system service failure exception.

On one of our test machines we have the same software and all is well.

For the nodename argument we are passing the simple name UTURBO.  I'm
guessing that something about the way DECnet Plus is setup is causing 
this but I'm not sure.  Any ideas on what can cause the status mentioned
above to be returned?  The iosb is clean, after the call is made.

   There's usually more to the SS$_SSFAIL signal than what was shown -- the
   condition value, PC, and PSL are usually included.

I have a distant recollection of this being a problem due to DECdtm on 
DECnet/OSI systems, but I'd have thought that it was fixed for V7.1

We don't seem to have the V7.1 sources/listings over here just now; I'll
try to get my STAR account re-enabled and see if that change was dropped.

Sorry, but I haven't been able to do anything with this.  

I think you'd be best to file a QAR against DECdtm, or contact the current
maintainer (Carey Donat, STAR::CDONAT) directly.
