If the load fails with a MOP0033 error, this is normal and documented
in the release notes, section 3.2.

3.2 Error Message Following a Successful Load
During a MOP load of the script file, the DEC WANrouter
V1.3 software does not acknowledge the final load message.
This means that some load hosts display an error message,
even when the script is loaded successfully.
In particular, PC MOP reports the error message:
MOP0033: ERROR - load failed
A DECNIS proxy load host reports an event message such as:

Again, is normal. Just before the WANrouter 90 shipped they changed
the behavior of this LED. The installation guide says it should be
steady, but early versions of the release notes documented that it
should now blink. I think the reasoning was that a steady-state LED
would not indicate if the unit was hung in a loop. The blinking state
is supposed to mean that all the code routines are still executing,
nothing is hung, and reinforce that to the users by providing a
blinking LED.

This is just the way it works. All further management must be done
from NCL on the PC.

This is normal, once the software has loaded. There is no
indication of traffic flow.
As Mike said, the power and network LEDs should be on solid and
the system LED should be flashing.
Have you tried NCL SHOW NODE .... ALL ?
