    You should have noproxy set to .dec.com, so altavista.pa.dec.com should
    work regardless of the status of the external proxys.

	You should be fixing this yourself in your browser.  As .1 said,
  add the dec.com to the no-proxy list.  The firewall proxies don't support
  access to the internal Web servers.  If they happen to allow it, it's
  more by accident than by design.
