I think your information is accurate. The Microsoft Wolfpack group
says they will have "simple Exchange failover" when Wolfpack V1.0
ships. I think this means you can have Exchange server running on a
single node in the cluster. When failover occurs, Exchange server
starts on the other node.
This is similar to what we proposed doing for Digital Clusters, but
there were not enough engineering resources to work on it.

might be possible in Digial Clusters 1.1. It looks like this is not
the case?

have an implementation with two Exchange servers (4100s). Would I have to buy
a third to provide cluster failover or indeed two further systems?

In order to use "simple Exchange failover" feature promised for
Wolfpack V1.0, you would have to have 2 additional servers - each pair
would be a cluster. The second system in each cluster can't run
Exchange while it's running on the first system, but it can do other
useful work.
MS's grand plan is to allow Exchange to run on both servers at the same
time, in a future version of Exchange.
