Deuteronomy 25:4 Thou shalt not muzzle the ox when he treadeth out [the
corn].
This commandment is found amid a series of non-agricultural commandments.
It seems to incongruously pop out of nowhere.
Even more interesting is how this commandment is applied elsewhere:
I Timothy 5:18 For the scripture saith, Thou shalt not muzzle the ox
that treadeth out the corn. And, The labourer [is] worthy of
his reward.
I Corintians 9:9 For it is written in the law of Moses, Thou shalt not
muzzle the mouth of the ox that treadeth out the corn. Doth God
take care for oxen?

| It is indeed in the middle of non-agricultural commandments.
The meaning is probably more than simply the literal meaning
of muzzling oxen. Paul indicates this when quoting this as
you noted.
