Asking questions is a tool that Jesus often used in teaching. I don't
think He was asking a question He didn't now the answer too. Rather He
was using the question as a tool to make others think.
Taken in context, I believe that Jesus was testing the rich guys
ideas of what is "good". Was it just a matter of following some rules
or was it a whole lifestyle? It appears that for the ruler it was just
a matter of some rules. While what Jesus wants is a whole life and
attitude.
I think that Jesus was also pointing out that perfect goodness is a
trait that only God has. Also in an off hand way He was suggesting that
He, Jesus, was/is God.
