STATE WEEKEND AT NFA=20
The 10th Annual Massachusetts Fire Officer Weekend will be held at the
National Fire Academy on April 18, 19 and 20, 1997.  The original
application date to participate in the State Weekend was February 7,
1997.  We recognized that this was a short time in which to respond so
the Seminars staff worked very hard to move up our deadline with the
vendors who are involved.  The application deadline has been moved to

REGIONAL TRAINING WEEKEND
A Regional Training Weekend will be conducted in Amherst on March 15 &
16, 1997.  The flyers should already be in your stations.  The location
of the training has been moved to the Junior High School where we can
take advantage of their swimming pool for a water rescue course.  There
are still openings in most of the courses being offered so look up the
flyer and sign up for some quality training.


INTERNET REGISTRATION EXPERIMENT - PART II
During the Fall =9296 semester we offered registration by e-mail on an
experimental basis. So few people participated we could not properly
evaluate the process.  During the Spring =9297 semester we will try this
experiment again.  Only a few select courses will be part of the
experiment so please be sure to read all the information at the site
before registering by e-mail.   Expect this to be available as a link
from the MFA home page soon.


REVERE TRAIN-THE-TRAINER - DATES CHANGED
Because of a schedule conflict it was necessary to change the dates of
the Haz-Mat First Responder Operational Train-the-Trainer course which
will be conducted in Revere.  The new dates are March 11 & 12, 1997.=20
Training will run from 0900 to 1700 both days.  Students who have
already applied for this course will be notified of the change.=20
Training officers who want to develop the ability to teach Haz-Mat First
Responder - Operational for their department, but have not yet
registered for this course, are encouraged to do so as there are still
some openings.

LIMITED CLASS OPENING at the NATIONAL FIRE ACADEMY

Seats are available at the U. S. Fire Administration's National Fire
Academy's (NFA) Executive Analysis of Fire Service Operations in
Emergency Management class being offered on July 21-August 1 and
September 8-19, 1997, in Emmitsburg,  Maryland.  If anyone is
interested, please apply immediately! Course descriptions are shown
below.  For application and stipend info, see the current National Fire
Academy Catalog of Activities, or contact the NETC  Admissions Office at
1-800 238-3358, extension 1035, or (301) 447-1035, Monday-Friday, from
8:30am-5pm Eastern Time, or by FAX anytime at (301) 447-1441.  For
course content related questions, contact Mr. Hugh Wood,  NFA Program
Chair for Emergency Incident Policy and Analysis at (301) 447-1087 or
Virginia Nocon, Program Support, at (301) 447-1013.

Executive Analysis of Fire Service Operations in Emergency Management
This two-week course is designed to prepare senior staff officers in the
administrative functions necessary to effectively manage the operational
component of a fire and rescue department.  Since the subject matter is
comprehensive, maximum utilization of the student's time will be
required.  Some of the areas that will be covered are risk assessment,
incident documentation, media/political considerations, standards, legal
mandates, capability assessment, damage assessment, emergency
operations, Integrated Emergency
Management System (IEMS), Emergency Operations Center (EOC), and
emergency
information systems.

Throughout the course, the students will be presented with a series of=20
senior staff level issues that will require extensive analysis and
action.  The actions implemented will be applied to a mock community in
order to evaluate the effectiveness of these decisions to the fire and
rescue department's operational readiness.  The course is very intense
and will utilize lecture, case study, simulation, scenarios, and student
participation as instructional media. There will be a joint simulation
exercise with the Emergency Management Institute during this course.

Student Selection Criteria:  Although, this course is an elective in the
Executive Fire Officer Program (EFOP), non-EFOP participants may also
attend.  Rank requirements are: Chief of Department or equivalent -
Chief Officers or equivalent who head major bureau or divisions within a
fire department, e. g., suppression, prevention, training, emergency
medical services, etc. - Chief officers and senior deputies of State
governmental fire organizations, e. g., State Fire Marshals and State
directors of fire training - Field battalion level officers from "IAFC
Metrosize" fire organizations will also be considered  (by definition,
this includes organizations which serve populations in excess of 200,000
and/or have more than 400 uniformed personnel).  Additionally, officers
who eventually may assume one of these positions and are upwardly mobile
in their organizations may be considered.  A letter from the Fire Chief
and/or placement on an eligibililty list is required for these
candidates.

ACE Recommendation:  In the upper and lower division baccalaureate
degree, associate degree, or vocational certificate category, 3 semester
hours in Fire Science, Public Administrator, or Emergency Management.

Officer Program" and participation in EFOP courses as a non-EFOP
participant.

ACADEMY DIRECTOR SELECTED
On April 2, 1997, the Massachusetts Fire Training Council selected your
humble Hot Flashes editor to fill the position of Director of Fire
Training.  A sincere thank you goes out to every one of you who offered
words of encouragement during the long selection process.  Now=85 on to
the business of running your Firefighting Academy.


REGIONAL TRAINING VISITS
Regional training committee visits are underway to disseminate
information and to gather program requests for the fall 1997 training
semester.  If you wish to have an Academy training program in your
community during the months of September through December, 1997, you
must communicate with your regional training committee now so your
request can receive their consideration.  Training committee chairmen
are listed in the most recent Academy Course Listing.


NATIONAL FIRE ACADEMY NEWS
On the weekend of April 18-20, eighty Massachusetts fire officers and
officers to be traveled to the National Fire Academy in Emmitsburg,
Maryland to participate in the 10th Annual Fire Officer Weekend.  Fire
officer skills training classes were conducted all day Saturday and
Sunday, by nationally recognized instructors.   By all reports the
Massachusetts contingent found this to be a very rewarding training
weekend.  My hat is off to these folks who went the extra miles to
improve their fire service knowledge.  Plans are already in the works to
make next year=92s Fire Officer Weekend better than this year=92s.=20

FIRE CHIEF OPENING

Letters of Application will be accepted by the Westminster Board of
Selectmen until Monday, May 5, 1997 for the position of full-time Fire
Chief, operating under M.G.L. Chapter 48, section 42.  Minimum
qualifications: Associate's degree in fire science or fire
administration, Bachelor's degree preferable, minimum of 10 years
experience, preferably 5 years in a command capacity, E.M.T. certificate
desirable, or equivalent combination of education and experience.=20
