So how come it's still not open?
Let me guess......... they haven't yet built the shelter (which will
no doubt remain remain unoccupied anyway) for all the customs officers,
border guards, and immigration officials.

It's the Belgian part that's not finished. You've probably been there
long enough now to be able to draw your own conclusions from that.
