Why don't I ever see caddies or players using the 2-wheeled carts,
like the one I (and *man* friends) use? Is there some rules about
'bags must be carried on the shoulder'?

Seniors use powered, ride-in-em carts. What's 'wrong' with pull-carts?

    Why no carts for caddies....something about tradition. Seems that golf
    is loaded with it so the caddies carry the bags. Also, no golf course
    that's in the conidition that these courses the pros play on would want
    to have tire marks running up and down the fairways. 
    
    Tradition is why you also never see a Pro play in shorts...except for one 
    year when some pro ducked into a porta-johnnie and changed into shorts for 
    the 18th hole (it was blistering hot)....don't know whatever happened to 
    that pro (don't know the name but I want to say that it was Paul Azinger) 
    as far as any fines etc.
    
    As far as the Seniors...well I think they allowed power carts for the
    older seniors for health reasons.

Well, I don't know about pro tours there, but every time I have played in the Far 
East (once in Hong Kong and twice in Japan) we had a female caddy pushing a cart 
with two bags.
