In my search for 1/4" blank tape, I found The Tape Store Inc. 
P.O. Box 1223 Westford, MA 01886 new New Hampshire.  (617)692-2182
Their catalogue has
cassettes and boxes and tables, but only a mention of open reel tape without
brand name or specs.  They told me over the phone what brands they had but
I couldn't understand them.

One of their services is cassette album duplication.
"Their flier says: We can provide you with the entire stereo cassette album or
any portion of the package, from your masters...
 o stereo duplication (real time)
 o custom length cassette tapes
 o custom cassette labels
 o custom printed caseliners
 o boxes
 o shrink wrapping
etc.
example : whole thing 30minutes, black & white cover, 100 @ $2.35 ea.

I don't have any experience with these people.

    I called them, sounds lo-fi mom & pop operation:
    
    The only reel tapes they have are some ampex: "Intended for voice
    and not critical recording" $4.35 for 1800' (not for music).
    
    the cassette dups are real time from your Cassette masters only,
    done on Sharp and Sanyo machines (definitely not pro). 
    quantity 61 or more: 60minutes $1.00 each for recording plus tape.
    $1.25 for 90 minute recording.
                                 
    They do have some empty plastic reels though, but no high torque.

       Well, I was able to obtain 1/4" tape for my half-track from
    Lechmere's in Manchester, which was labeled "Professional Quality."
    Oh, yeah, it was Maxell.  Stuff sounds pretty good to me!  And I'm
    not even using noise reduction!
    
       Not sure about price, but I think it was in the $20.00-$30.00
    range.  Good stuff, man!

         Most Strawberry Music Stores carry blank 1/4" tape.  The have
    Maxell UD and another brand which I don't remember the name of.
    I am not sure on the price either.
