If he resigns, I can't say I'll miss his presence. A new Angus-Reid
poll showed the P.Q. getting 63% to 37% of the vote if he leads them
into a referendum-election. However, I believe he realizes the struggle
that awaits him after a win. Legitimacy and territorial disputes will
most certainly be hot topics. The Feds are definitely going to be more
agressive this time around and Quebec will be weakened significantly.
Don't think he has the strenght like Parizeau to stick around once the
mess is created. A mess that would take a decade or two to fix.
So I wouldn't be surprised if he resigns, he has lost a lot, so have
we all. He can stay in the States, write book, keep his strenght,
appear on Larry King Live, charm the americans and resurect at some
other convenient time after all the dirty work has been done for him.
Cleaning up the P.Q. is too much of a dirty job and governing is
not for his style. He's too impatient a man, wants everything his
way and likes to control. To quote a reporter in "La Presse" last
weekend, "he has Mussolini tendancies", how comforting to us all.
Guess the "Le Jesus du Quebec" is only human afterall.

| Bouchard lost his leg to the so-called "flesh-eating" disease last
winter. He has 2 pre-school children by his 2nd marriage, and
apparently promised his wife (Audrey Best, an American from California)
that he would leave politics after the referendum. He's obviously
under enormous pressure to succeed Parizeau, and the job is probably
his if he wants it; but Parizeau has also mused in public that it
might be time for a woman to take over the leadership, and in a cabinet
shuffle has just made Pauline Marois Finance Minister...

| FYI the "unspecified disease" was rampant Strepachocus A, you know, the
flesh eating disease. Strictly speaking it was not, as many say,
necrotizing faciatis which attacks the layers of flesh just beneath the
skin but necrotizing <something else> which attacks the muscle tissue.
Bouchard has a couple of problems that may lead him to take a more back
room role, one of these is that his politics don't line up too well
with those of the PQ, he's a right leaning sovereigntist and the PQ is
dominated by left leaning separatists. Secondly is his family, his wife
is not a Quebecios so she may lack the necessary idealistic viewpoint
to see the sacrifices as worthwhile.

Lucien just announced his candidacy for the PQ leadership.
I listened to his speech , and he emphatically states that there
will be a next referendum in the year 1997.
This being because of two reasons:
Wants to give Canada an opportunity to make one last offer, but he
cannot foresee any offers which haven't been made already,
and in his words, he wants English-Canada to prepare for the
inevitable " separation". According to him, this will happen, as
Quebec has never been as close as it has recently in public
support for Separation.
Secondly, he wants to place Quebec's financial house in order.
He realizes the need for cutbacks , and not tax increases,
while still maintaining a social safety net which is better than
other jurisdictions.
He spoke with conviction and authority, and appeared to almost
concede the fact that he will be premier, and his timetable to
separation is drawn.

The next year, he states, will give Quebeckers and English-Canada
some breathing room , and an opportunity to begin dealing with
Quebec as an equal. I think we can safely quash the "distinct
society"
label, it doesn't even come close to what this man wants.
I was surprised to hear his wife, amusingly introduced as
" Mrs. Best-Bouchard". spoke French with fluency......
I guess we're in for another year of offers and counter-offers,
and then another referendum, finally Quebec separation....
Sort of anti-climactic..........

And I remember about 7 years ago when Ken Copeland. when asked about
separatists and CTH being built in Hull, answered: The separatist issue is as
dead as a dodo bird. It was then.

Eh Mario, move to Aylmer, it's part of the Pontiac, the most
federalist area in Quebec. "We'd rather fight than switch."
We're having a referendum of our own within a year from now
and there's a lot of movement within federal and municipal ranks
to set up a National Capital District. Let the 22% of Outaouais
seperatists sell their homes and move out. I'm not leaving.
I believe the entire Outaouais will eventually follow suit.
I don't believe the people in this area are into committing
financial suicide.
The Aylmer area has a good make up of English/French culture.
There's a nice marina, lots of green space and very affordable
housing. The average 105k home in Aylmer is equivalent to the
225k home in Ottawa. The prices will surely go up if Aylmer
and the Pontiac decide to stay a part of Canada. Outaouais
residents have everything to gain from seperating from Quebec.
Vive L'Outaouais Libre...

The answer, already given by your provincal premier is NO. Now what do
you do, eh?
Back when the PQ were elected you tried to say that it was not a vote for
seperation, but for good government. Looks VERY much to me like you will
get the one you did not want, and not get the one you did want.
I now believe the seperation of part of Quebec is unavoidable. Why do I
think that you ask ? Because even the federalists are demanding special
status beyond distinct society. I agree with PET, at some point the damage
to keep them will be greater than the damage if they leave. I draw the
line at the veto. Canada is a great country to live in, as an American
would say, "Love it or leave it".
It is now up to Canada to ensure the new lines on the map do not
include people who do not wish to take part in Lucy's appointment with
destiny.

I don't remember what I said personally in this notes conference but looking
back at it, it seems as though all the media was in agreement with this. We
all knew a referendum was coming but never realized the impact that Lucien
was to have on it's outcome.
I think that Lucien is being irresponsible stating that he will never
accept/sign anything coming from Canada/ROC. If the Yes would have won they
would have used it as a win and would have immediately started cessasion. Now
that that No has won they are still not willing to accept and go with the
majority of Quebeckers. I think that Chretien will try *something* within 1-2
years to prevent Lucien from setting the agenda.
I find it odd though that Lucien has stated that he will give Canada/ROC a
chance at the 1997 constitution review.
What for? He's not going to sign it anyways.
