774.0. "Newfoundland's attempt to modernize Social Programs." by KAOFS::D_STREET (Virtue is relative.) Wed Dec 15 1993 16:18
Saw on the news that Newfoundland is thinking of taking some bold steps
to break that provinces dependance on UIC/WELFARE. They are changing the
rules so that barriers to employment are not set up by the government. One
such action is to give a minimum payment, and for every dollar more the
person earns, the government will give an additional 20 cents. Insead
of for every dollar you earn, the government takes away a dollar. The
limit to getting money will be set at $40,000 a year. So you could be
earning $35,000 and get additional money from the government. It sounds
wierd, but it may well work. I think it is a step in the right
direction because the rules of the current entitlement programs are a
significant barrier to people getting into the work force.
Anyone else heard about it? What do we think as Canadians ? Is it a
blueprint for federal changes ?
Derek.

| Sound's like the provincial government in Newfoundland is saying
that there are jobs out there but no-one is taking them because they
make more on welfare/uic.

| What an astounding insight into the central paradoxes of the human
condition, and of our indefatigable facility for creating adaptive
rationales to account for it! Good god!
