    A week to go to the election.
    
    Any predicitions on the outcome?
    
    We have covered 'The Great Debate' and 'A Waste of a Vote'.  Now it's
    time for the crystal ball.
    
    My cut.
    
    Liberal - majority
    Bloc - official opposition, possible 45 seats
    Reform - close but no cigar, third place, 35 seats 
    PC - Kimmy, don't sublease your apartment, maybe 30 seats
    NDP - 'No Darn Players' left, maybe 5 seats  
    
    Jean C - looses to the Bloc in his riding
    Kim C - looses to Reform in her riding
    Audrey - looses to Liberal in her riding
    Preston - wins in his riding
    Lucien - wins in his riding.
    
    That will lead us into a dead space getting Jean into the house and a
    PC leadership convention where Kim will be disposed off.  Audrey  will
    resign as leader.

    50/50 between liberal majority and liberal/PC coalition.
    
    Reform will pull a Perot and not perform nearly as well as the polls
    have them. 
    
    Bloc wins their 40-50 seats, probably closer to 40. 
    
    ex-liberal independents un-nominated by JC may win a couple seats and
    be a factor in point 1 above.

    The polls I've seen give the liberals either a minority or majority
    
    Do most people out there really not care about the debt...or do they
    feel that this is just the wrong time to do anything about it ?

    The definitions of debt confuse me.  The newsmedia can find an
    economist that feels it's bad and one that feels it's good.
    
    Who do we owe money to and what money.  I gather it is in bonds and
    other debt instruments we issue to raise cash.  These are purchased and
    we pay the dividends or interest to the owner.  Depending upon our
    credit rating depends upon the risk associated with these instruments.
    
    But, doesn't that sound like stock that private companies issue.?
    
    Any financial genius out there that can answer in laymans terms?
    
    Is it really an election issue or does it cloud over what should be
    issues?  
    
    What happens if 'she does blow'?

    I really couldn't care less about the debt anymore. It's so out of
    control that myself, my kids, my grandchildren will be paying it off
    for years to come. 
    
    I do care about wasteful gov't spending though and people taking the
    systems (unemployment, welfare & other social programs) for a ride.
    I also don't want my tax dollars going to Indonesia to build new shoe
    plants or to study the effects of cosmic rays on bean sprouts grown in
    subzero gravity. As well, creating make work projects, for the sake of
    creating work is not the answer.
    
    As .-1 mentioned, depending on what economist is speaking the debt is
    either good or bad. Depending on what politician is talking you get the
    same message. 
    
    I think we need some more selinium crystals Capt. Kirk.

    public trough?
    
    Will Kim Campbell be able to resume her love life after Monday?
    
    Will Preston Manning move Parliament Hill next to the mountains?
    
    Will Audrey lower her eyebrows just once?
    
    What will we do with 7000 Yogic Flyers if the Natural party wins a seat?
    
    Are all the National party candidates really related to each other?
    
    Will the Ottawa Sun ever STOP printing the 'Sunshine Girl' in black and

Liberal majority.  Chretien will not win in his riding and he'll depend on 
Sheila Copps to be the leader in the house until he wins a by-election.

Bloc opposition.  Bouchard specifically said yesterday he wouldn't move into 
Stornaway if he was leader of the opposition.  He'd stay on the Quebec side 
and be stuck in traffic every morning on the bridges like everyone else.

3rd, Reform with 40-50 seats.

4th, Kim will stay on as PC leader (30-40 seats).

Audrey will lower hew eyebrows and will have 5 seats.

Prediction:

Derek will meet up with Lucien Bouchard every morning on the way to Hull and 
make obscene gestures at him.  Lucien will draw up an opposition bill 
disallowing the use of such obscene gestures on the Quebec-Ontario bridges.  
The bill will not pass, voted down by the Liberals.

    Predictions last night on the news say a Liberal majority.
    
    Toss up is between the Bloc and Reform for official opposition. Lucie B
    said he wouldn't swear alligance to the Queen, byt he would swear at
    her. Says he will swear alligance to Parliament.
    
    NDP will be virtually demolished, with the exception possibly being
    Manitoba. Steven Lewis was asked what the NDPs downfall was and he
    clearly stated it was when Bob Rae's gov't proved to be no different
    than any other one.
    
    Tories may possibly be wiped out east of Alberta. Atlantic looks pretty
    much Liberal, Quebec is all Bloc, Ontario is a big mess and could be
    the deciding factor in the election - said it's a toss between Toroes,
    Liberals and Reform. The West is still pretty much in the air - a lot
    of Albertans still remember Chretien's years with Trudeau and the big 
    rip off of oil dollars. 
    
    I predict a Liberal minority with Reform moving into Stornoway. 
    Kim will be looking for a new job, and Chretien will be looking for a
    riding to run in as he get's defeating in Shawinigan.
    
    We'll see Monday.

    Ontario is SOLIDLY Liberal - greater than 50% (55?)!!!  Nearest other
    party is in the low 20s!
    
    The Liberals are LEADING in Sakatchewan!!

    Little green creatures from space will alight from the skies, realize
    Doug Henning to be the truly gifted statesman he is and nominate him
    'MASTER OF THE UNIVERSE' (capitalized to signify loud, booming,
    god-like voice).  
    
    Clinton will look up north, shake his head, and 'at the request of the
    Canadian people who I love dearly' invade and restore the debt-ridden 
    festering government (Tory/Liberal-who cares) that we've had for the
    past half-century.

    No more stretch limo's, hobnob parties, patronage plums, cell phones,
    boon-doggles, free housing, RCMP Guards, private jets, special medical
    care (including transplants if over 70 years old), maids, butlers,
    nannys, special tax exemptions and lord knows what else!

You've got to understand the process to realize how this happens ...

The Prime Minister is NOT elected into that role by the electorate.  The
PM is usually the leader of the party elected as the ruling party in any
given election. The ruling party is the party which obtains the most
seats in the House of Commons.  Each seat is held by the candidate who
wins in any given riding (electoral constituency) by popular vote.

The PM must (under normal circumstances) be elected just like any other
member of the house.  (When the PM doesn't win, or the party leader isn't
a sitting member, this creates some interesting situations).  Note that the
PM is elected as a member of parliament ... not as PM.

The Leader of teh ruling party usually takes the role of PM and then appoints
ministers to serve ... usually senior party members (or anyone he/she owes
favours to!)

The PM may then resign as PM or memebr of parliament at any time.  It is
totally independent of elections.  When the PM, the "Government House Leader"
(who is in essence the PM's assistant ... but only in the House) becomes
acting PM until the party (through a convention) selects a new party leader
who then becomes PM (under normal circumstances).

So, last year Brian Mulroney resigned as PM.  Kim Campbell was elected as
Conservative Party Leader and thus took the role of PM.  Elections must
be held at least every 5 years ... normally practice is after 4.  There is
no fixed date time for elections.  The PM may call an election at any time
within the 5 years considered beneficial to the party.

Brian and Kim extended the typical schedule past the 4 years due to massive
unpopularity.  But, an election had to be held this year ... so this was
why Kim only just started in teh job and had to face election.

One interesting side effect of this procedure is that a PM may call an
election, say after only one year in power to seek a stronger mandate
for some policy ... typically from a fear of a revolt by his own party when
voting on the particular policy.  Brian Mulroney did this a few years ago
to get a mandate for the Canada-US free trade agreement.  In the province
of Ontario, David Peterson of the ruling liberal party tried a similar thing
and LOST to Bob Rae and the NDP, proving that it can backfire!

    	I understand how it works, if any group, political, electorate,
    etc. elects someone why not let'm have a go at it for awhile?  I know
    the electorate in Canada does not directly elect the PM...same with the
    UK, and others.  How can an entire nation go forward if there's a new
    PM (or whatever) every few weeks?   How can business, government, and
    trading partners get in sync??
