    QUEBEC (CP) - The government reacted angrily to a series of tough
    New Brunswick measures aimed at freezing Quebec companies, workers and
    products out of the eastern province's market and hinted that there
    could be retaliation.
    	Industry Minister Gerald Tremblay called the New Brunswick policy
    an unacceptable escalation of a dispute over the mobility of
    construction workers between the two provinces.
    	"IF it has been only for construction I could understand but not
    starting to initiate additional barriers" Tremblay, his voice rising
    with [in a whining] anger, said outside the legislature. "I cannot
    understand the position of New Brunswick."

    	I agree with Mr Tremblay, Quebec should get their way on this.
    Quebec has always gotten their way and should always get their way!

    I would point out that Quebec has had disciminitory labour practices for
    years, and NB is hoping this action will cause other provinces (Ontario)
    to push back against yet another double standard put forward by Quebec.

    I'm sure my B-I-L, the unemployed Ottawa electrician, would agree.
    Quebec has a minimum $5000 fine for Ontario electricians working
    in Hull, yet Quebec electricians can come over to Ottawa to work on
    Government and private jobs with impunity.
    
    	It's so bad he took a long term contract to work in Baffin Island
    (gasp).
    
    Teachers suffer a similar fate...

    On the other hand, a Quebec Doctor or dental hygienist cannot
    practice in Ontario before passing certain exams ($$$) vice
    versa is allowed w/o any special exams.

    the same can be said for many "professionals". Requiring certification
    is not the same as refusal to allow the people to work at all.

There is a house being built on a street behind my house.  Most of the workers
are from Ontario.  It's quite obvious when you see nothing but Ontario plates
on the pick-up trucks.

It's funny to see them run for cover when anyone pulls in with a shirt and tie
and a slight hint of being an provincial inspector.

    all that indicates is that is illegal for them to work there, and that
    the economy is so bad that they will risk prosecution to get work. I
    don't see how this changes the offical position of the Quebec province.

    	Yes I understand that the professionals from LE Strip Club must
    be given an examimation before being allowed to work in Ontario. :-)

    My wife is a Registered Nurse ( a Graduate from Quebec ), she stated
    that she had to pass an R.N. exam (in Quebec like any province). To work 
    in Ontario she had to apply to the Ontario College of Nurses for a licence
    to work in that province.
    
    She stated that each province has its own College of Nurses, as in each
    province has it's own Medical Association for Doctors. Once you've
    passed your exams to work in Canada, you apply to the provincial
    association where you want to work. They will tell you the requirements
    to work in that province (ie. quebec has a Bi-lingual exam for Nurses) and
    grant you a licence for a fee.
    
    	I believe this conversation was started about construction workers
    and not professional Services (They seem to have a better handle on this)
    
    	My Step-father (Claude Cloutier) was born and raised in the Eastern 
    Townships, he owned a house which he keep for his mother. In 1976 we
    went there to perform renovations to the home. The local Union rep told
    him he could not work on his home unless he hired a local carpenter, he
    was told that he was a carpenter from Saskatchewan NOT Quebec. If he
    did not comply he would not be able to buy materials...he complied.
    
    	This is out right trade protectionism, its not ensuring the saftey of
    the people by testing for professional services, but the blind view of one
    province doing an act, and when it is done to them they cry 
    (once again I might add) FOUL.

    	What you said about Nurses is true. But you are totally wrong,
    again, about Doctors and dental hygienist. I wish you'd read before
    you fly off the handle (ie. I had to set Lockyer straight before
    he too made a fool of himself in here).

    none of this discussion deals with the real issue brought up by the
    government of NB. Professional associations are not the issue (if you
    want, start another note) We are talking hear about a steady stream of
    workers leaving Quebec every morning, without a simaler stream of
    workers going in every morning from other provinces.
    
     Just remember, a seperate Quebec will not have this problem because
    the remaining parts of Canada will have no concerns about forigen
    nationals working in Ontario or New Brunswick.
