| While the moderators agree that there is much more to the subject
of How UN decisions and INternational court decisions affect Canada
than the subject of Language Policy or Nationalism, we believe that
the discussion on this topic is very likely to focus on these topics.
We therefore feel, that until the dust settles on the hostilities
that brought about the banning of these topics, the decision to write
lock this topic stands. We will consider releasing the write lock at
some time in the fututre.

What can the UN do to enforce their decision? Boycott Quebec?
Naval Blockade the Saint Lawrence? Send in the Troops???? I
doubt it. Just look at what the UN's influence in Bosnia/Croatia/
Serbia/#@%^& has done. The UN does a lot of posturing but doesn't
exactly take severe action even when they are violently challenged,
as in the case of Bosnia. Now look at this sign decision and scale
it against the atrocities being committed in Bosnia. Given the time
frame that it will take for the UN to resolve the problems in
Bosnia, maybe your childrens children will have to comply with
the UN. But that's probably only if your childrens children want
to comply with the UN. otherwise, C'est la vie.

Been to Iraq lately? Understand they had quite a fireworks display
a while back.
I believe the Bosnia situation, as desparate as may be
has many of the world leaders baffled as to how to rectify. If there
was a clear answer as to how the situation could be resolved, it might
have been dealt with in some manner by now.

| There are indeed differences between Bosnia and Iraq ... civil wars
are much more difficult to fix than 3rd party wars.
On the other hand ... sanctions could be leveled against Canada.
This of course is the weird thing ... Quebec is not recognized at
the UN, so it cannot pose any stand against Quebec alone. It must
be against Canada for allowing this disparity to exist.
International law is touchy at the best of times. On the other hand
a lot of countries do attempt to abide by it. Of course in this
case, how can Canada abide by a ruling over which it actually has
negligible control.
Tough situation.

| The UN has only pointed out what others inside Canada have been saying
for a long time, the law stinks. I think the desired result from the UN
decision is already in the works. On the weekend the Quebec Liberal
party decided to change it, and the UN decision was mentioned as a
contributing factor. Of course the PQ could care less about rights or
world opinion, and as such will fight changing the law.
