    While I'm sure that we all appreciate the posting of news like this,
    it can pose some problems when done routinely, most particularly
    that it can start quickly consuming gobs of disk space, and this notes 
    file was not created using one of the more recent versions that allows 
    us to move notes around after deleting stale news entries (e.g. over a 
    month old for example).
    What I would suggest anyone who would like to disseminate routine news
    might do instead is to put a note in here giving a sample of what they
    propose to distribute and then ask who might be interested in getting 
    a mail feed of such news, and put them on a mailing list, and e-mail it 
    directly to them ...
    
    So, to anyone interested in receiving bc news briefs liek this and
    doesn't have access to this internet news group, please contact
    POLAR::HO and see if he is willing to distribute it to you by e-mail.

    I'm not sure if you noticed, but the clarinet newsfeed is copyrighted.
    
    In other notesfiles, I have been blasted for merely representing
    several lines from copyrighted songs.  Although I personally think in
    my case this is being paranoid about legal issues, it is worth bringing
    up with respect to clarinet news feeds.

    To be honest, I didn't know that, but more important I don't know
    either what the terms and conditions of that copyright are ...
    that may for example allow for such dissemination.
    
    As I said, I'm primarily concerned with the use of a notes file
    for routine news ... if a user wants to disseminate news by some
    other means as I suggested, then I would trust them to be certain
    of the legal and copyright limitations before proceeding with such
    an act.

|  |     I believe that the license Digital has with clarinet is a corporate one
    which essentially means we are allowed to distribute the clarinet
    postings within the corporation at will but that this license does not
    permit long term archival storage which precludes their inclusion in
    notesfiles. An definitive answer could be had by asking someone (Brian
    Reid or Paul Vixie are likely candidates) in WRL.

    .0 is just a waste of bandwidth...have you checked the
    number of .soc, .culture, .news or alt. newsgroups lately?

I am the person who negotiated the ClariNet contract and we spent quite a lot
of time discussing this issue.
 
Here are the rules:
 
The principle boils down to this: systematic, mechanized forwarding is
forbidden, but occasional manual forwarding is permitted.
 
Specifically:
 * It is ok to send any clari.* article to anyplace inside Digital, via
   any communications medium, without specific permission, as long as
   the transmission is initiated by a person and not by a mechanism.
   This includes posting an article to a NOTES file.
 
 * It is NOT OK to arrange for the systematic transmission of any subset
   of the articles to anyplace outside the company. For example, if your
   mother has an electronic mailbox and is interested in begonias, you
   are permitted to forward her any article that you want on that topic,
   but you are not permitted to set up a program that scans for the
   keyword "begonias" and sends every article it finds.
 
 * It is NOT OK to arrange for the systematic transmission of 
   any clari.* newsgroup to an archival store. For example, it is NOT
   OK to cause all of clari.news.sex to be transmitted to a NOTES
   file that is about sex. If you do your own mechanized classification
   of articles (e.g. if you find all articles about sex with farm tractors)
   then you are permitted to arrange for that mechanized transmission.
 
I don't completely understand the last rule, but the first two make sense.
It is possible to get specific permission from the ClariNet company to
violate any of these rules; please contact me for details.

|  |     Hello, I am the author of the base note. I have seen news feeds in many
    of the notesfiles and have been feeding news to a couple of notesfiles.
    I think not many people are able to access the VMS NEWS, eg, according
    to the NEWS-BACKBONE servers list, there is no server serving KAO.
    People living in other parts of the country may not get the same local
    regional news coverage, my intention was to share the news from the
    net. Since our moderator Stuart raised his concern, I have no intention
    of making any violation.
    
    As for the copyright, I think it was clearly stated in the previous
    reply.

    We run our feeds off the nodes published in the servers list, the
    closest of which are in the U.S.  I know, its slow, but no-one in 
    Canada seems to want the responsibility and cost of setting up a news
    server...
