	(Crash)+
	Two people are recovering in hospital after the light plane they were
in crashed short of the runway at Pitt Meadows airport last evening. The
pilot, 38 year old Kenneth Ronald Belleck of Surrey is in stable
condition in Royal Columbian Hospital in New Westminster. He's suffereing
facial and back injuries. Passenger Andrea Powell, age 15 of Coquitlam,
is in stable condition in hospital in Maple Ridge with chest inujuries.
Transport Canada is investigating.
	Ironically, it was just last weekend that a mock-crash was staged at
Pitt Meadows to prepare emergency crews for such an occurance.

	A Vancouver newspaper (Sun) is reporting this morning that the
supewrintendent of Motor Vehicles has been 'reassigned' in the wake of
controversy over the AirCare program. Apparently Doug Kopp has been
shifted to other duties within the Attorney General's ministry. Since its
startup September 1st, the emission testing program has been marred by
inconsistent results and long lineups at Lower Mainland testing centres.

	Unity Minister Joe Clark is back in B.C. for his second visit in as
many weeks. He's trying to convince voters to say 'yes' to the
Charlottetown accord. In Vancouver this morning, Clark will meet with
native leaders. Then he heads to Kelowna for a meeting with students at
Okanagan University College. In the evening, he flies to Prince George.
Then it's on to Quesnel and Kamloops tomorrow.

	(Caucus-meeting)+
	Finance Minister Glen Clark caN'T explain why the NDP has rented a
room for a caucus meeting in Victoria today... just a few months after
spending thousands of dollars to build a huge caucus room in the
Parliament buildings. Clark says it doesN'T make sense. He's NOT sure
who's responsbile, and he's going to make sure this kind of thing doesN'T
happen again. After today's meeting, the government will unveil its
'vote-yes' constitutional package that it's planning to mail to all B.C.
households.

	Pharmacare and legal aid could both be on the chopping block, thanks
to rising interest rates. Finance Minister Glen Clark says every half-
percentage point increase raises B.C.'s borrowing costs by 20-Million
dollars... and the prime just went up a full two percentage points. Clark
expects to announce another round of budget cuts next week. He blames the
latest financial problems on the uncertain climate surrounding the
Constitution. Clark says we can look for more of the same if the
Charlottetown accord is defeated.

	The head of the Vancouver-based Fraser Institute says the dollar's
slide on money markets was brought about entirely by the federal
government. He says the prime minister's dire warnings about a NO vote on
the constitution have spooked international investors. Walker says it's
kind of ironic, since the country would actually be better off,
financially, if Quebec were to separate. That's because Canada's debt
levels are much lower, overall, than Quebec's.

	A man who fled to Seattle after a fatal accident on the Squamish
highway nearly four years ago, has been given a 14-month jail sentence.
37 year old Michel Kelly was deported to Canada this year. He pleaded
guilty to dangerous driving causing death in B.C. Supreme Court in
Vancouver. Tricia Poole, aged 23, died when the car she was a passenger
in, was hit by Kelly's pickup, which had bald tired and NO rear brakes.
Kelly had a blood alcohol level of point-1-2 (.12). Poole's father said
he thought the man got off lightly... he would have liked to have seen
him banned from driving for life... NOT just the five years imposed by
the judge.

	In Burnaby this morning... a man kicked in the door of an apartment
and shot another man inside with a shotgun. The victim took a number of
pellets in the back of the head, but it's NOT life threatening. It may
have been the result of a domestic dispute.

	(Quintette-contract)+
	The Steelworkers Union has signed what it calls a solid and decent
contract agreement with Quintette Coal, near Tumbler Ridge in northeast
B.C. Wages are going up 35-cents an hour in the first year, with a
further five-percent raise by May, 1995. Union director Ken Neumann says
the new deal also contains important improvements in job security... a
key factor, given the state of B.C.'s struggling coal industry.
	Quintette seems to be faring a lot better than mines in the
southeast. Two of those... Westar Mining's Balmer and Greenhills
operations... are in receivership. A third... Fording Coal in Elkford...
has been behind picket lines for more than four months.

	Federal Health Minister Benoit Bouchard is in Vancouver today,
opening a conference on fetal alcohol syndrome. More than 150 government
and health officials from across the country are taking part. Fetal
alcohol syndrome affects children whose mothers drink while pregnant.
Symptoms range from hyperactivity to mental retardation.

    While I'm sure that we all appreciate the posting of news like this,
    it can pose some problems when done routinely, most particularly
    that it can start quickly consuming gobs of disk space, and this notes 
    file was not created using one of the more recent versions that allows 
    us to move notes around after deleting stale news entries (e.g. over a 
    month old for example).

    What I would suggest anyone who would like to disseminate routine news
    might do instead is to put a note in here giving a sample of what they
    propose to distribute and then ask who might be interested in getting 
    a mail feed of such news, and put them on a mailing list, and e-mail it 
    directly to them ...
    
    So, to anyone interested in receiving bc news briefs liek this and
    doesn't have access to this internet news group, please contact
    POLAR::HO and see if he is willing to distribute it to you by e-mail.

    I'm not sure if you noticed, but the clarinet newsfeed is copyrighted.
    
    In other notesfiles, I have been blasted for merely representing
    several lines from copyrighted songs.  Although I personally think in
    my case this is being paranoid about legal issues, it is worth bringing
    up with respect to clarinet news feeds.

    To be honest, I didn't know that, but more important I don't know
    either what the terms and conditions of that copyright are ...
    that may for example allow for such dissemination.
    
    As I said, I'm primarily concerned with the use of a notes file
    for routine news ... if a user wants to disseminate news by some
    other means as I suggested, then I would trust them to be certain
    of the legal and copyright limitations before proceeding with such
    an act.

    I believe that the license Digital has with clarinet is a corporate one
    which essentially means we are allowed to distribute the clarinet
    postings within the corporation at will but that this license does not
    permit long term archival storage which precludes their inclusion in
    notesfiles. An definitive answer could be had by asking someone (Brian
    Reid or Paul Vixie are likely candidates) in WRL.

    If i want to read news, I can always get it from usenet; posting news like
    .0 is just a waste of bandwidth...have you checked the
    number of .soc, .culture, .news or alt. newsgroups lately?

I am the person who negotiated the ClariNet contract and we spent quite a lot
of time discussing this issue.
 
Here are the rules:
 
The principle boils down to this: systematic, mechanized forwarding is
forbidden, but occasional manual forwarding is permitted.
 
Specifically:
 * It is ok to send any clari.* article to anyplace inside Digital, via
   any communications medium, without specific permission, as long as
   the transmission is initiated by a person and not by a mechanism.
   This includes posting an article to a NOTES file.
 
 * It is NOT OK to arrange for the systematic transmission of any subset
   of the articles to anyplace outside the company. For example, if your
   mother has an electronic mailbox and is interested in begonias, you
   are permitted to forward her any article that you want on that topic,
   but you are not permitted to set up a program that scans for the
   keyword "begonias" and sends every article it finds.
 
 * It is NOT OK to arrange for the systematic transmission of 
   any clari.* newsgroup to an archival store. For example, it is NOT
   OK to cause all of clari.news.sex to be transmitted to a NOTES
   file that is about sex. If you do your own mechanized classification
   of articles (e.g. if you find all articles about sex with farm tractors)
   then you are permitted to arrange for that mechanized transmission.
 
I don't completely understand the last rule, but the first two make sense.
It is possible to get specific permission from the ClariNet company to
violate any of these rules; please contact me for details.

    Hello, I am the author of the base note. I have seen news feeds in many
    of the notesfiles and have been feeding news to a couple of notesfiles.
    I think not many people are able to access the VMS NEWS, eg, according
    to the NEWS-BACKBONE servers list, there is no server serving KAO.
    People living in other parts of the country may not get the same local
    regional news coverage, my intention was to share the news from the
    net. Since our moderator Stuart raised his concern, I have no intention
    of making any violation.
    
    As for the copyright, I think it was clearly stated in the previous
    reply.

    One doesn't a feed within KAO.
    
    We run our feeds off the nodes published in the servers list, the
    closest of which are in the U.S.  I know, its slow, but no-one in 
    Canada seems to want the responsibility and cost of setting up a news
    server...
