    There is a company in California that makes kits and fully assembled 
    electronic gadgets, one of which is a small FM "Stereo" transmitter for
    broadcasting around the neighborhood, all of which is legal.  They will
    mail the kit to customers in the United States, but will only EXPORT
    the fully assembled units.
    
    Since I'm not good at putting things together, I would like to buy it
    assembled, ship to a friend in Canada, and them have themn ship it back 
    down to me.
    
    There is nothing illegal about this, altho I sure there is some import
    or export charges.  Anyone like to help me out ???

    One hitch with this plan ...
    
    Since the rig will be imported into Canada, it will be subject to at
    least GST ... and unless it can be demonstrated that at least the
    parts are made in the USA, then it will be subject to duty too.
    Depending on which PROVINCE it is shipped into, it may also be subject
    to Provincial Sales Tax.
    
    So, the cost will be at least 7% for GST
                              say 10% duty
                              and 8% PST
    
    So, you are looking at an additional 25% on the cost of the assembled
    transmitter.
    
    Now, exporting it back to the US may add U.S. import duties and taxes
    too!  Yes, even for something made in the USA!
    
    Now, while the unit may be legal in the US, it may not be legal to import 
    it into Canada as a fully assembled transmitter, because such
    transmitters would not be allowed here without a license and a broad-
    casst license is subject to alll kinds of rules.  The closest we get
    are transmitters that broadcast about 200' and are used typically by
    real estate agents to advertise houses ... but even those require
    special licenses.
    
    I serioiusly suggest you find someone local to you who is willing to
    assemble the kit for you!

I think you must have misunderstood them.

Certainly they will sell the thing assembled or in kit form for the U.S.

The restriction appears to be that they can't send it as a kit into Canada.

Why don't you just order the assembled version, mailed to your U.S. address?
