A customer pointed this out to me:

On the Mar97 layered prod CD, in the [README] directory is a file called
SW_COMPAT_MATRIX.TXT which states that:

DEC Pascal for OpenVMS AXP Systems V5.5 supports OpenVMS 7.0 as the
highest VMS version.

Is this really true? If yes, what are the reasons for that?

The customer wants to upgrade to OpenVMS 7.1 but can't if there's no Pascal
compiler!

P.S.: There is also a mismatch in the min version of VMS to be supported:

    The min version in the SW_COMPAT_MATRIX.TXT is indeed incorrect.  The
    min version is indeed V6.1.
    
    As for the max version, there is a problem with 'INSTALLING' V5.5-51
    from the CDROM onto a V7.1 system.  The installation will infinite
    loop if you ask to install the STARLET libraries.  If you have an
    existing Pascal compiler on your system before the upgrade, that will
    still work after the upgrade.  If you install V5.5-51 and don't ask for 
    the STARLET libraries, that will work also.
    
    If you want to install AND build the STARLET libraries on a V7.1
    system, you'll need V5.5-53 or better (ECO #1 in TIMA) will do the
    trick.  The next time we submit on the CDROM, we'll say V7.1.  Right
    now, I'm a little unsure of exactly when will get on the next CDROM.
    Hopefully sometime this summer.

      I too have being trying to install DEC Pascal V5.5 on an AlphaServer 400 
    running OpenVMS 7.1 unsuccessfully. The first time the installation
    complained about not enough pagefile quota (or something similar), so I
    modified the sysuaf entry for the SYSTEM account and tried again with
    no positive results.
    
    So where is the internal kit with the ECO? I read the TIMA article on
    this but could not get the Pascal kit from: 52413::TIMA$TOOLS:PASCAL_E2055.A

    The current network kit at TLE::PAS3$:[PASCAL.KITS.OPENVMS_ALPHA]
    will install just fine on V7.1.
