This VIC is on during power up diagnostics so that they will run in a
reasonable amount of time (I think 10 seconds was the requirement). It
is turned off soon after. VMS boots without it.
Yes, VMS checks the model 400 periodically to see if the VIC has been
enabled, if it is on, VMS then crashed.
