Using a PC as client with DESKTOP_ACMS accessing an ACMS application on
a VAX, over TCP/IP.
DESKTOP_ACMS <--> tcp/ip <--> ACMS
Do DECNET (or DECNET+) is mandatory for ACMS on the VAX in this
configuration ? (later the VAX will be replaced by an AXP).

If the Desktop server is on the same node as the application, then
DECnet is not used. If the application is on a different node, then
DECnet is required.
