Do we have a terminal server that supports a programmable baud-rate so
that the customer can use it to do synchronous serial I/O?

Yes, but...

No.  Synchronous I/O requires separate clock signals in the interface.
Our DECservers only support asynchronous I/O in which the clock is
extracted from the data stream.
