    Well I am not the moderator, but I will give a try to answering your
    question.  The DECserver does not really care if your using a lease
    line or some other connection.  What matters is that whatever device is
    connected to the DECserver port has to assert the proper signals and
    carry the data on specific lines.  If you use modem controls of some
    sort, then the device attached better be a modem or at least simulate
    the expected actions of a standard modem.  All of the DECservers have
    documentation showing the pin layout.  Software setting for speed,
    parity, and flow control need to match up with the attached device. 
    Full, partial, or no modem control is limited by the DECserver type
    used as well as the desired usage.

    It also kind of depend what you want to over this line too. 9.6K is not
    very fast. Most modems now will run at 28.8 or 19.2.
    
    Your application may run rather slow.
