This appears to be a bug in the Manager. I will list the problem, but
since the command line manager on OpenVMS is an unsupported utility,
fixing the problem has a relatively low priority.

I'm not sure what happens when an IPMT is filed for an unsupported
component - but i'm sure it will give more attention to your problem
than you can get from posting here in the notesfile since IPMTs are
    reviewed at higher management levels.

Also, I suggest that you also make your needs known directly to the
engineering and product managers. For DRAS that would be:
Product Manager - Jon Lewandowski ([email protected])
Engineering Manager - Kathy Morse ([email protected])

As noted in the product documentation, the command line interface on
VMS is listed as an unsupported utility. The DRAS Manager for Windows
is the supported interface and we have fixed problems and posted
updates on the external services web site or that component. Any
problems with the command line interface are fixed when resources are
available, and unfortunately we currently have no resources for this
    work.

      ok,

but my customer has only VMS systems, no PC or something like that
he doesnt agree to purchase a PC , just because our interface
      (VMS) doesnt work ...
