actully customer has this following configuration

Intermittently customer want to use isdn line of A router, from an another site
Due to to feature WRS on this router A does this following 
configuration worked ? 
routers Version are V2.0.1
	   A				   B

If that working what is the way to avoid line always up, is it sufficient to 
disable STP, if STP is disabled how can I acceed the router A ?

    I can't answer the WRS question, but it would seem that you should be
    able to use the 'other' B channel like this.
    
    The dial circuit you set up to call 'C" is a separate interface as far
    as bridging or IP is concerned, so you can configure it as you like. 
    Obviously with bridging on you will find it very difficult to have the
    line go idle.  You could try to configure filters to block all but the
    necessary traffic...or you could configure routing between the
    sites (IP, OSI, and IPX can be configured for dial-on-demand).

    I think this will work, but as Tim says its hard to see how you can
    stop the link from "C" being up all the time.  The link from "B"
    will only come up if the primary from "B" to "A" fails.
    
    You need to configure WAN Reroute in router "B".  Routers "A" and "C"
    just have dial circuits configured, no WRS.  Router "A" will accept
    the call from router "B" and/or router "C", as if each were using
    dial on demand.
