| Since PALcode comes along with the firmware you will not
have those sources unless you have the firmware source
code. This is not likely to be included with Unix sources.
For internal use you can probably gain free access if you need
it. For external use, as I understand it, there is another
costly $$$ source license required.

No. There are portions of the Digital Unix source code which contain trade
secrets, proprietary information, or components which Digital licenses
individually. (The threads library is one example.) These are not distributed
externally, because there are good business reasons not to do so.
