Customer's ntp server had an incorrect setting of East-Indiana (EST)
instead of the correct Eastern setting (EDT). This system
never changed its time for Daylight Savings Time on 4/6/97.
The systems served by this ntp server initially did change their
times correctly, but then advanced 1 more hour ahead. Just
resetting their time back did not clear the problem.
Manually changing the /etc/zoneinfo/localtime file to the
correct setting and resetting the time cleared the problem, so far.
1) Does NTP use the timezone information along with the system clock to
adjusting the system time? This would explain above problem.
2) The timezone command does not seem to modify the
/etc/zoneinfo/localtime file? I had to manual change this setting to
clear the above problem.
I'm just trying to understand this situation better so when we go
through a time change again I will not have this problem.
