    Hi,
    	We have a Jensen (AXP 150) running Digital UNIX V3.2C.
    
    	I've gone into VTX PAK and got the Base & User PAKs and
    	installed them. The User PAK shows a total of "unlimited",
    	but allows only two users to log in. Is there a true
    	unlimited User PAK for internal use?

You need a PAK for  OSF-USR  this should be available on VTX PAK.

OSF-DEV-USER is the key for the Developers' Toolkit.

    what license he/she needs for a particular capability?
