I am releasing a product named BASEstar Open V3.1 for DIGITAL Unix.
The new release should support OSF 4.0, 4.0A and 4.0B, but it does
not run without the patch to the problem described into 48633 QAR.
I look at oskits::/usr/users/guest/kits/patches directory and I
found some information, it seems to me there is a patch,
e.g I found:

Multithreaded TLI application blocks forever. dbx session will show that
it blocks in the t_look() library routine.
For this to happen, it is necessary that t_look() is called twice. Because it
is called internally by a number of other TLI library routines, application can
hang under all sorts of scenarios.
